PRIMARY FUNCTION/PURPOSE

The Assistant Shift Supervisor is responsible for supporting the shift supervisor and the youth care specialist in overseeing the daily operations of the emergency shelter during their assigned shift. This includes ensuring compliance with Texas Minimum Standards for General Residential Operations, DFPS Contracts, HHSC Licensing standards, The Children’s Shelter Policies and Procedures, and other regulatory requirements. The Assistant Shift Supervisor will be required to enforce and maintain the safety, security, and well-being of all residents under the facility's care. The Assistant Shift Supervisor will role-model Trauma-Informed Care (TIC) and Trust-Based Relational Intervention (TBRI) practices while leading the direct care staff, coordinating care, and responding to emergencies in a timely and professional manner.


ESSENTIAL RESPONSIBILITIES & DUTIES

· Support the Shift Supervisor and supervise the Youth Care Specialists, ensuring adherence to Texas Minimum Standards, and facility policies.

· Uphold required staff-to-resident ratios of either 1:1; 1:4; 1:8; 1:23 (overnight only) to provide the optimal level of supervision necessary to ensure each resident's safety and well-being. This includes auditory and/or visual awareness of each resident's on-going activity and document changes in assignments as needed.

· Support the shift supervisor in delegating tasks, assigning responsibilities, and clearly communicating expectations to staff.

· Provide coaching, mentoring, and feedback to staff to promote best practices in trauma-informed care and behavior management.

· Conduct regular shift meetings to discuss expectations, tasks, resident needs, and staff concerns.

· Monitor the physical and emotional well-being of residents, ensuring a safe and therapeutic environment.

· Provide support to Shift Supervisor in their absence.

· Assume regular shift responsibilities and act in accordance with the Shift Supervisors delegated task.

· Implement and model TIC (Trauma Informed Care) and TBRI strategies to foster supportive, therapeutic relationships with residents.

· Ensure adherence to safety protocols, including head counts, resident whereabouts, understanding of resident triggers, and de-escalation of incidents.

· Respond quickly and professionally to behavioral incidents and crises using de-escalation and emergency behavioral interventions (EBI).

· Oversee resident activities, ensuring appropriate supervision during meals, free time, and structured activities.

· Ensure compliance with all applicable state regulations, safety protocols, and documentation standards.

· Manage critical incidents, ensure staff are informed, and all required documentation is completed and submitted in a timely manner according to policy and state standards.

· Lead and oversee emergency drills and safety procedures, including evacuations and behavioral crisis management.

· Administer medications in accordance with prescribed guidelines and ensure proper documentation.

· Collaborate with case managers, therapists, and medical staff for coordinated resident care.

· Ensure accurate communication during shift changes regarding resident care and facility conditions.

· Provide training and role-modeling for effective crisis management, de-escalation, and conflict resolution.

· Conduct performance evaluations, provide coaching, and support staff development.

· Monitor and assist in the upkeep of the facility during routine maintenance and submit work order requests promptly to shift supervisor.

· Oversee shift supplies, ensuring the availability of necessary resources for activities and emergencies.


ADDITIONAL RESPONSIBILITIES & DUTIES

· Support intake and discharge processes, assisting with documentation and care plans.

· Act as a point of contact for emergencies, managing evacuations and first aid responses.

· Foster a collaborative team culture that encourages accountability and high performance.

· Assist with audits, inspections, and quality assurance processes as directed.

· Perform other duties as required by the Shift Supervisor or leadership team.


GENERAL EXPECTATIONS

· Maintain confidentiality of resident and staff information in accordance with HIPAA and all applicable codes of ethics.

· Demonstrate professionalism, cultural sensitivity, and a commitment to high-quality care.

· Complete and maintain all required training and certifications, including CPR, First Aid, Mandt (EBI), and others in accordance with minimum standards and TCS Policy.

· Be prepared to manage emergency situations effectively, including medical and behavioral crises.

· Responsible for planning, assigning and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.

· Support and role-model the strengthening and management of the culture and practices that reflect the organization's mission, core values, employee promise, and fosters high engagement in staff.

· Build and maintain strong, collaborative relationships with internal staff, the provider network and community stakeholders.

· Establish and clearly communicate performance expectations and delegate responsibilities to staff and team.

· Responsible for managing both positive and negative personnel actions, e.g. tardiness, absenteeism, and personnel conflicts and/or problems.

· Demonstrate an understanding of HHSC Minimum Standards for general residential operations.

· Avoid all conflicts of interest, real or perceived.

· Performs all other duties as assigned.

Requirements

REQUIREMENTS

· Must be at least 21 years of age.

· High School Diploma or equivalent (required); or Bachelor’s degree in social work, psychology, or related field preferred.

· Minimum of 2- 3 years of experience in a child/adolescent facility, emergency shelter, or similar environment, focusing on child welfare or behavioral health.

· Valid Texas Driver’s License and access to reliable transportation.

· Cleared criminal background check, TB test, and pre-employment drug screening.

· Ability to spend long periods of time standing, bending, stooping, climbing stairs repeatedly, lifting up-to 25 pounds, engaging in physical activities, and participating in emergency interventions as necessary.

· Accompany children on field trips.

· Be certified or willing to obtain certifications in CPR, First Aid, Mandt (EBI), and other required training.

· Ability to make mature judgments and act in an independent, responsible manner in all matters relating to the care and safety of children.

· Maintain a working telephone or other reliable means of communication for the ability to be contacted as needed by the supervisor or in the event of an emergency.

· Ability to document activities and incidents with attention to detail.

· Ability to engage and effectively communicate with persons from diverse cultures and communities, as well as from different groups, including children, their parents, agency colleagues, support staff members, supervisors, administrators, and persons from the legal and judicial system.

· Present a positive public presence.


WORKING ENVIRONMENT & SCHEDULE

This is a full-time position overseeing the Youth Care Specialist assigned to shift and work in a dynamic environment that may include fast-paced situations, crisis management, and emotionally charged settings. The environment includes both indoor and outdoor activities and may require physical interventions or support with distressed youth. Physical demands include constant standing/walking around, sitting, bending, squatting, reaching, twisting, arm and wrist rotation, no scheduled breaks, and few opportunities to relax during shift with frequent reading, writing, and typing (documentation). The work schedule may vary, including weekdays, weekends, evenings, overnight, and holiday shifts. The Assistant Supervisor will work in both indoor and outdoor settings, including at the facility and external appointments or field trips. Scheduled hours will vary based on shift assignments and staffing needs, with flexibility required. Additional duties as assigned.
