The Chief Operating Officer, IFP (Senior Director) oversees IFP (Individual & Family Plans) operational functions for the business.  This role will be accountable for the operations strategy and delivery of results, while providing inspirational leadership within IFP and beyond.

Primary Responsibilities:

  • Responsible for overall execution of the operational roadmap for IFP. 
  • Plans and directs resources to support strategic direction.
  • Strengthens internal operating model across the business, including communications, prioritization process, planning, meeting structures, and other means to maximize execution.
  • Leads cross-functionally; this role will ensure coordination across the business and matrix teams on the execution of initiatives. Partners closely with business and matrix partners (IT, Finance, Marketing, Legal/Compliance), to drive alignment of priorities and plans, and lead the execution of the operational and strategic roadmap of the business.
  • Oversees planning, organization and direction of Operations to include growth objectives, program goals, capital requirements, and information systems (IS) supports.
  • Advance and measure organizational performance against key goals and objectives.
  • Advances strong employee engagement and a culture of collaboration and accountability; successful execution of talent attraction, development, motivation and retention efforts.
  • Participates in the development of operational plans and strategy to support strategic, financial, and growth objectives.
  • Direct oversight of Project Management and Portfolio Delivery across IFP, including the annual portfolio planning.
  • Responsible for IFP’s Risk Adjustment strategy and execution
  • Ensure IFP’s proper participation in larger segment initiatives and align those processes with IFP’s portfolio process and prioritization process.
  • Partner closely with Cigna Service Operations teams to ensure alignment on claims and call center service levels, investment roadmaps, portfolio execution, and shared resources.
  • Initiates quality improvements and ensures the integration of the organization values.
  • Evaluate, build, review, and audit processes to ensure minimal operational, legal, compliance, and service errors. 
  • Oversees operational reviews and cost benefit analysis to determine efficiency of business processes.
  • Coordinates budget and expense management activities for Operations and Portfolio through effective planning, monitoring and forecasting.
  • Builds and maintains vendor work relationships to optimize business results and service.

Requirements:

  • Bachelor’s Degree and a minimum of 10 years in healthcare operations leadership.
  • Prior experience in government business a plus.
  • Prior experience in large program delivery and risk adjustment desired
  • Demonstrated success in inspiring teams and business partners to partner and deliver exceptional results.
  • Experience in managing cross-functional, self-directed teams.
  • Proven ability leading and driving success in a matrixed environment.
  • Proven success in managing growth and change of business operations. Proven ability to drive and lead an organization in a growth environment.
  • Excellent communication, interpersonal, and relationship management skills.
  • Proven ability to foster collaboration, value perspectives, and gain support and buy-in for organizational proposals.
  • Strong organizational and analytical skills.
  • Ability to drive results, think strategically and implement a new business growth strategy.
  • Understands critical success factors for the industry.
  • Experience designing and delivering solutions related to operational improvement functions.


If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 173,700 - 289,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan and long term incentive plan.
