About our Opportunity:

The City of Asheville invites qualified applicants for the position of Crew Supervisor in the Stormwater Division of the Public Works Department.

The Crew Supervisor will perform supervisory and skilled work directing and participating in various maintenance and/or construction activities of multiple or large work crews. The ideal candidate will have experience managing a crew while conducting roadway drainage construction projects. Other roadway construction work such as paving and concrete work may also be performed by this position. You must also have a valid Commercial Driver's License - Class A or Class B with the ability to obtain an A within 90 days of hire.

What you'll be doing:

  • Provides leadership in organizational goals and initiatives related to cultural competence.

  • Directs, supervises and participates with assigned labor crews in performance of a variety of maintenance and/or construction work. Inspects work to ensure completion in accordance with established specifications, standards and deadlines.

  • Administers or makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc. Submits records and reports as required by City management.

  • Monitors and tracks subordinate work time, including overtime; prepares overtime requests as required. Works overtime in order to complete an ongoing project or in case of emergency.

  • Assigns crew members to various work tasks; trains work crew members, as necessary.

  • Monitors materials used on work sites, including costs, quantity and surcharges.

  • Operates and trains crew to operate various heavy and light equipment, hand tools and other necessary equipment.

  • Monitors project and task completion.

  • Ensures proper allocation of equipment, tools, supplies and materials to complete assigned work; oversees and participates in operation and minor maintenance/ repair of tools and equipment.

  • Prepares and maintains records of daily work crew activities; meets with work crew to advise of project requirements and status.

  • Confers with City residents to receive and respond to work requests, inquiries, complaints and scheduling of a facility. Advises subordinates and/or superiors of residents' concerns.

  • Prepares routine records, schedules, estimates and expenditure reports utilizing computer-based programs and project management packages.

  • Confers with representatives of private maintenance and/or construction crews. Advises superiors and/or subordinates of activities and/or concerns of private utility and construction crews.

  • Acts as a working supervisor assisting crews with various tasks and assignments.

  • Monitors work zone safety and provides safety information and training.

  • Performs other similar duties as required.

About you:

We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:

  • High School Diploma or equivalent (GED).

  • Minimum of three (3) years of related experience in construction trades, including paving, roadways, sidewalks, ditches and drainage installation is required.

  • Two years of direct report supervisory experience is highly preferred.

Licensing and Certifications:

  • Valid North Carolina Commercial Driver's License. Class A or Class B with the ability to obtain a Class A within 90 days.

Work Schedule: Monday - Thursday, 7:00 AM - 5:30 PM (40 hours per week/4 day work week) with the possibility of night and weekend work.

  • Advanced knowledge of procedures and practices to analyze and resolve unusual or difficult problems.

  • Proficient with Google applications

  • Ability to use GIS for stormwater pipe locations

  • Demonstrated ability to work effectively with a racially and culturally diverse workforce and provide leadership in organizational change.

  • Ability to read and understand basic workplace data, such as simple forms, tables, graphs, schedules, etc.

  • Ability to conduct research of existing, internal policies and procedures

  • Ability to compile data into a formal report or recommendation shared with others and often verbally presented.

  • Ability to communicate effectively in spoken and written form.

  • Ability to research program documents and narrative materials, and develop reports from information gathered.

  • Ability to develop and maintain effective working relationships as required by work assignments.

  • Ability to work independently with limited supervision.

  • Ability to analyze and interpret policy and procedural guidelines and to apply this understanding to tasks.

  • Ability to bring resources together to resolve a problem or provide a solution.

ADA Compliance:

  • Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

  • Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

  • Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, water hazards, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, or rude/irate customers.
