About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Utility Locator within the Water Resources Department. This position requires skilled and highly-skilled work pertaining to underground locating and marking all types of water infrastructure and fixtures for the Water Resources Department. This includes locating but is not limited to water distribution system valves, hydrants, lines, meters, services, backflow assemblies, pumps, and water tanks.
This position is for Water Department Employees only.
What you'll be doing:
- Properly identify and mark all underground water infrastructures on request. Requests are identified through the North Carolina 811 one call center, internal customers, and external customers.
- Directs and prepares for regularly used equipment and materials to be used on job sites in a timely manner which maintains contractor or crew efficiency toward completing projects.
- Directs and participates in maintenance and repair of tools and equipment pertaining to underground utility locating.
- Directs, organizes, and prioritizes all locate requests. This includes all locate requests from all requesters prioritizing emergency locate requests from other utilities and contractors.
- Operates motorized equipment within knowledge, skills, and abilities of this classification in the proper marking of water mains, water lines, pumps, valve boxes, hydrants and associated fixtures.
- Participates and acts as a utility damage prevention liaison for the Water Resources Department. Attending meetings for damage prevention and construction information at least quarterly to help prevent damage to owned underground water utilities. Such work is performed in accordance with established specifications, standards, and deadlines, under the general direction of a Supervisor.
- Operates as an efficient team member with other locators to create redundant sources for locating and marking underground utilities.
- Immediately follows up on all damaged utilities to ensure locates are up to date as well as marked correctly to not duplicate contractor or excavator errors.
- Ensures GIS corrections are turned in to be corrected in a timely manner after notice for change has been discovered.
- Prepares and maintains records of daily, weekly, and monthly work activities.
- Confers with water customers, citizens, and private contractors to receive and respond to work requests, inquiries, complaints, etc.; advises subordinates and Supervisor of such concerns as appropriate.
- Trains and coaches co-workers in such issues such as job safety and locating practices
$22.46 per hour- 13 paid holidays, 12 paid sick days, and 10 paid vacation days

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
- Graduate from High School with at least 1 year of utility operations or utility mapping experience with the ability to operate the City GIS mapping interface programs. Applicant knows or has the ability to learn the City’s other computer programs pertaining to locating and mapping functions for GIS and other related programs. If no previous experience, experience in drafting and surveying; and/or any equivalent combination of training and experience required to perform the essential position functions.
- Possession of a Class “C” Water Distribution System Operator’s Certificate issued by the North Carolina Water Treatment Board of Certification required within 2 years of hire.
- Possession of a valid class “A” commercial driver’s license issued by the State of North Carolina is preferred.
- Must have the ability to obtain certification in First Aid and CPR within one year of employment.
- Must have the Ability to obtain OSHA “Competent Person” certification in trenching and shoring within 1 year of hire.
- Ability to meet DOT requirements for flagging vehicular traffic within 1 year of hire

- Considerable knowledge of the practices, procedures and equipment used in water line locating and maintenance.
- Considerable knowledge of the occupational hazards involved and the safety precautions necessary for water line locating work.
- Considerable knowledge of traffic laws, ordinances, and regulations pertaining to operation of motorized equipment.
- Considerable knowledge of the use and application of computer-driven geographic information systems (specifically ARCINFO).
- Considerable knowledge of the geographic layout of the City and its water lines.
- General knowledge of the principles and practices of cartography.
- Ability to safely and skillfully operate and maintain light to medium equipment such as large non-commercial driver's license vehicles, fork lift, line locators, and small air or gas-powered equipment.
- Ability to exercise independent judgment and initiative in applying standards to a variety of work situations.
- Ability to exercise considerable tact and courtesy in dealing with co-workers, Labor Crew Coordinators, and customers.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
- Ability to read water system map books to determine recorded locations of pipes, valves, hydrants, and other water facilities, and ability to accurately document corrections or additions needed to maps to reflect work performed and actual conditions observed on the job.
- Ability to direct and execute traffic control safety procedures for all routine work areas and to read and follow job specific written control plans for complex and especially hazardous traffic areas.
- Ability to follow oral and written instructions.
- Ability to perform all math functions and the ability to read with effective comprehension.
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
- Must be able to perform heavy work exerting up to 50 - 100 pounds of force occasionally, 20 - 50 pounds of force frequently, and 1 - 20 pounds constantly.
- Must possess the visual acuity to operate motor equipment in a safe manner.
