Job Summary
The Assistant Engineer works in a diversified engineering program for the City. The work includes design, construction, and inspection of capital improvement projects related to roads, water and sewer. The Assistant Engineer also maintains the Transportation Asset Management Program and assists the Engineering Manager with the CIP, budgets, consultant management, and other engineering-related work.
This position requires the use of good judgement and initiative and makes independent decisions on both day-to-day and long-range issues.
Work is performed under general supervision as well as by procedure.
ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES

- Assists in preparing division budgets and maintains budget controls; oversees the ordering of supplies and materials; prepares specifications for major contractual work and for equipment purchases.
- Performs project planning and scoping.
- Assists with Capital Improvement Plan development.
- Assists with coordination, scheduling, and/or managing field data using GPS software and hardware.
- Prepares and presents education and presentations related to Asset Management and other topics related to this work.
- Manages Pavement Condition (PASER) data coordination.
- Manages Engineering permits.
- Responsible for the review of Storm water Management and Soil Erosion and Sediment Control permits and after-construction inspections.
- Assists in management of design/construction engineering for streets, parks, water, and sewer projects with internal and external resources.
- Confers with property owners, customers, and others regarding complaints and the effects of work projects.
- Assists with asset management of streets, sidewalks, signals, bridges, water, and sewer.
- Performs field and site reviews.
- Manage Engineering Permits.
- Ensures that job duties are performed with proper safety work methods and procedures.
- Manages or assists with other assigned related projects.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.
Knowledge of:
- Modern developments, literature, and sources of information regarding engineering work assigned.
- Adheaence to health and safety policies and procedures.
- Principals of quality control and assurance.
Ability to:
- Communicate effectively on technical problems, clearly and concisely.
- Effectively perform work and communicate to continually provide the public with the highest level of customer service by all Division employees.
- Review and evaluate engineering designs and specifications to inspect the work of others and offer professional advice.
- Establish and maintain effective working relationships with contractors, consultants, other officials, and the public.
- Demonstrate conflict resolution skills.
- Problem-solve with good communication and listening skills.
- Work effectively under stress and changes in work priorities.
- Work nights, weekends and holidays as needed.
Education and Experience:
- Bachelor of Science degree in Civil Engineering or related field.
- Computer literacy, including experience in MS Office and Outlook.
Minimum Job Requirements:
- Familiarity with AutoCAD, Roadsoft and/or ArcGIS is preferred.
- Municipal Construction or Design experience is preferred.
- Must possess and maintain a valid State of Michigan's driver's license.
- Must obtain EGLE Storm Water Operator Certification within 6 months of hire date.
- Must obtain EGLE Soil Erosion and Sediment Control Plan Review and Design Certification within 1 year of hire date.
