The Position
This position will assist in the development, enhancement and implementation of procedures related to the daily data generated by the Advanced Metering Infrastructure (AMI) analytics software; maintain records and provide guidance regarding backflow prevention devices and required testing; work to maintain a high level of compliance regarding backflow testing; assists with the City’s water conservation efforts and programs; performs research on utility programs; and provides customer outreach.
ESSENTIAL JOB FUNCTIONS:
- Monitor, research, and take appropriate action, to include customer outreach, regarding all usage alerts generated by the metering analytics software.
- Create service orders and dispatches other field personnel as needed for certain alert types, such as reverse flow, continuous flow, no usage, no meter communication, meter tampering, etc.
- Investigate and troubleshoot metrology equipment and backflow device verification in field operations.
- Monitor and analyze individual & area billing cycles and city-wide usage trends for abnormally high or low trends and take appropriate action.
- Make recommendations in improving AMI effectiveness and efficiency by analyzing highly complex and/or specialized data.
- Review technical data and information to ensure completion and accuracy. Create, generate, and analyze customized usage and metering reports.
- Facilitate the implementation and continued marketing and education of an online customer portal.
- Department liaison for software vendor and any related issues; and monitor software settings for the effectiveness of alerts and alarms.
- Maintain records and provides guidance to customers and contractors regarding required backflow prevention testing to ensure regulatory compliance; and perform outreach to residents regarding high usage and continuous flow.
- Research, develop, and implement programs, plans, projects and other promotional and educational activities associated with the various divisions.
- Create presentations, advanced spreadsheets, tables, graphs and charts for various department initiatives.
- Administer various programs, to include backflow prevention, asset management, water conservation, rebate programs, and routine meter accuracy compliance program.
- Prepare and deliver consumption reporting to various regulatory agencies.
- Provide support in developing strategies for addressing consumption issues within high-usage areas and promotes additional conservation.
- Assist with active public information programs and educate customers and the public about resource conservation and other utility programs.
- Assist with the preparation of grant applications and perform regulatory and market research.
- Participate in regional conservation groups to include Central Texas water Efficiency Network and the Clean Air Coalition Advisory Committee with the Capital Area Council of Governments.
- Conduct meetings and presentations of analytical findings and conclusions to PW&U leadership.
- May perform other duties as assigned.
Acceptable Experience, Training, Certifications and Licenses
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s Degree in Business Administration, Public Administration, Statistics, Research Methodology,
- Two (2) years of administrative and/or analytical professional experience.
- Any equivalent combination of experience and training which provides the required knowledge, skills, and
- Valid Texas driver's license, with an acceptable driving record.
Knowledge, Skills and Abilities:
Knowledge of: basic methods and techniques of statistical research and analysis; basic principles of data collection, collation, analysis, and dissemination; basic principles and procedures of record keeping and asset
management; and Advanced Metering Infrastructure (AMI).
Skill/Ability to: plan, organize, and coordinate information retrieval and output; perform statistical analysis; advanced analytic ability; ability to collect, analyze, compile and present technical and statistical information
effectively and concisely; independent and responsible decision making; the ability to create advanced spreadsheets, charts, tables and graphs; an advanced understanding of mathematical calculations, operate
office equipment including computers and software; prepare clear and concise reports; the ability to create and maintain and effective record-keeping process; the ability to perform light field work to investigate and
troubleshoot metrology equipment and backflow devices, as needed; communicate clearly and concisely in a professional manner, both orally and in writing; ability to effectively make presentations to staff and community
groups, the ability to gain and maintain confidence and cooperation of those contacted during the course of work especially in sensitive relationships with representatives of departmental and other outside groups; maintain
effective working relationships with co-workers; and the ability to provide superior customer service to internal and external customers.
