Job Description:
This position is responsible for assisting with the coordination of several aspects of the federal and non-federal grants including the implementation of quarterly and annual reports. Facilitation of meetings for the Community Development Advisory Committee and maintaining data on the preservation and creation of affordable and workforce housing.
Examples of Duties:
- Performs technical duties and functions necessary to assist in the implementation of Housing and Community Development programs and the accomplishment of objectives related to the programs.
- Provides technical assistance for implementing the comprehensive Community Development plan.
- Assists in monitoring and evaluating Community Development and rehabilitation contracts, projects and files for compliance with all applicable requirements and regulations.
- Monitors Community Development programs for compliance with policies and procedures.
- Researches and disseminates and compiles data related to Community Development information and housing rehabilitation activities.
- Assists in preparing applications, surveys and reports required by HUD or the City.
- Participates in the development of housing activities intended to meet community needs for compliance with the Housing and Community Development regulations.
- Responsible for Community Development communication work and duties as required and as assigned.
- Assembles and analyzes homelessness development needs of the City.
- Assists with development of block, street and neighborhood revitalization plans and strategies.
- Plans or coordinates meetings, conferences, seminars for citizen groups and other agency personnel on community development.
- Assists in compliance programs for sub-grantees.
- Facilitates citizen participation process, newsletters and publicity for programs.
- Assists in strategic planning, data gathering, studies, analysis and plans preparation for HUD programs.
- Directors homeless persons to the appropriate agency to secure housing and related services.
- Conducts outreach/field reconnaissance in the City of Charleston to ascertain the number of homeless persons and their location.
- Coordinates the implementation of the strategy to end homelessness. Follows up with staff and board members to ensure achievement of those goals.
- Performs other duties as assigned.
Basic Qualifications:
- Bachelor’s degree (BA/BS), or an equivalent combination of education and experience.
- Experience with Accounting and/or Financial Management software.
- Valid driver’s license.
- Working knowledge of Microsoft Office or similar software.
Preferred Qualifications:
- Knowledge of U. S. Department of Housing and Urban Development regulations and compliance for grant programs.
Other Necessary Requirements:
- May require evenings, weekends, and holidays as scheduled.
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
