COMMENTS: The City of Coos Bay is soliciting applications for the position of lateral and entry level 911 Dispatcher. Lateral applicants would be eligible for a $2,500 hiring bonus ($1250 after being hired and $1250 after successful completion of probationary period.) Starting salary for lateral hires may be negotiable based on relevant experience. Lateral applicants will automatically be awarded an interview and are not required to complete the testing phase. In addition, if a Lateral applicant is hired, they will receive 40-80 hours of sick leave, the amount will be based off years of experience and at the Chief’s discretion. A Lateral applicant may also be eligible for early release from probation depending on performance and at the discretion of the Chief. JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: Performs a variety of radio communications for police, fire, and EMS units. Answers business and emergency telephone calls and performs clerical and receptionist work in the operation of the Police Department. Performs related work as required.
SUPERVISION RECEIVED: Works under the supervision of the Communications Supervisor and/or the shift supervisor.
SUPERVISION EXERCISED: Supervision of other employees is not a normal responsibility of an employee in this class.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks which an employee may be expected to perform.
1. Operates two-way radio, teletype, telephone, data processing, voice logging, Computer Aided Dispatch, and computer equipment in the dispatch center; receives and transmits messages to the Coos Bay Police and other contracted police and fire agencies; maintains records of on duty police officers, fire, and EMS location at all times. Completes CAD entries on types of calls, reporting party, subjects contacted and arrested, and disposition of the case. Monitors all radio traffic from police, fire and medical agencies served by Coos Bay Police/Coos Bay 9-1-1 Center.
2. Responds to requests and inquiries for record checks: DMV, CCH, NCIC, warrants, vehicles, persons, property, registration and miscellaneous information.
3. Receives all incoming business telephone calls for the Police Department. Answers after-hours phone calls for other city departments.
4. Maintains files and records of arrests, cases, and information such as licenses, stolen cars and car registrations. Codes, logs and tallies statistical reports.
5. Provides appropriate information to other law enforcement agencies as may be required.
6. Monitors building security and wastewater alarm systems and notifies proper personnel when activated.
7. Provides pre-arrival medical instructions to callers on the phone until EMS services arrive on scene.
8. Monitors activity in city hall via video camera. Provides information, directions and resources to subjects in the police lobby by telephone or intercom.
9. Conducts background record checks as approved by Coos Bay City Ordinance.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL AND ABILITY: Reasonable knowledge of modern office and clerical practices, procedures and equipment. Some knowledge of criminal law is helpful but not required. Moderate degree of skill in typing. Ability to operate office machines, including computerized dispatch and records retrieval systems. Ability to understand oral and written instructions and to act upon them accordingly. Ability to speak clearly in a well-modulated voice and to use good diction. Ability to make prompt and rational judgment decisions. Ability to work effectively with the public, other agencies and other employees exercising tact and self-restraint. Ability to work odd hours, weekends and holidays.
ESSENTIAL FUNCTIONS: The ability to work effectively and calmly under stress. The ability to handle emergency situations and make prompt and rational judgment decisions during emergencies. Ability to develop knowledge of a considerable range of procedures, techniques, laws, and ordinances. The ability to multi-task job functions with speed and accuracy. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with.
EXPERIENCE AND TRAINING: Two years of experience in general clerical work preferably in law enforcement or legal environment. Graduation from high school or the equivalent GED certificate; supplemented with courses in office procedures or law enforcement. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.
NECESSARY SPECIAL QUALIFICATIONS: Successful completion of the DPSST Basic Dispatch Academy, Coos Bay Police Department FTO program, LEDS Training Manual and the Emergency Medical Dispatch Course. Pass background investigation.
TOOLS AND EQUIPMENT USED: Multi-line phone, computer terminal; personal computer including word processing software, e-mail and internet; copy machine; fax machine; multi-channel radio; portable radio, logging equipment.

The employee must be able to pass a hearing test.
