JOB SUMMARY
The Assistant Central Garage Fleet Manager works closely with and under the direction of the Central Garage Fleet Manager to support the acquisition, maintenance, registration, and repair of the City of Elkhart’s motor fleet. The primary responsibility of this position is to assist the Fleet Manager in supervising and coordinating fleet operations, ensuring that preventive maintenance and repair work are completed efficiently while maintaining high operational standards.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Assist the Fleet Manager in developing, implementing, and enforcing policies and procedures for fleet acquisition, parts purchasing, maintenance, and repair. Support the Fleet Manager in supervising day-to-day operations of the Central Garage, ensuring smooth and efficient workflows.
- Aid in coordinating and scheduling repair work, both internally and externally, ensuring the timely completion of maintenance tasks to minimize vehicle and equipment downtime.
- Work alongside the Fleet Manager to oversee training and development of mechanics and other garage personnel.
- Assist with maintaining and updating records of vehicle maintenance, repairs, and service schedules.
- Support the Fleet Manager in monitoring the performance of the fleet, identifying areas for improvement, and implementing solutions.
- Help ensure compliance with safety regulations, environmental standards, and City policies related to fleet operations.
- Assist in the preparation of reports and documentation required by the Fleet Manager, City officials, or external entities.
- Act as the Fleet Manager’s representative in meetings, communications, or decisions when requested

- Excellent organizational skills and attention to detail, particularly in maintaining records and schedules.
- Strong communication skills, with the ability to collaborate with staff, vendors, and City officials.
- Problem-solving skills, including the ability to assist in addressing operational challenges under the Fleet Manager’s direction.
- Knowledge of fleet maintenance and repair processes is a plus.
OTHER DUTIES AND RESPONSIBILITIES
- Aids the Fleet Manager in general equipment training and Central Garage procedures for new garage employees.
- Prepares the annual fixed assets reports.
- Stays abreast of changes in the motor fleet industry in terms of equipment and maintenance techniques that can improve the City of Elkhart’s motor fleet and service.
- Maintains personal professional growth through in-service training, educational programs and workshops, and professional conferences
- Works with Fleet Manager to prepare bid specifications for equipment and materials and for contract services to City fleet.
- Works with the Fleet Manager in establishing new procedures to aid in the day-to-day operations of the Central Garage.
EDUCATION AND EXPERIENCE
- A minimum of three to five (3–5) years of managerial experience required.
- Minimum of 5 years of Automotive Industry experience.
- High school graduate or GED equivalent.
- Valid driver’s license is required
Preferred not required:
- ASE certifications in Automotive, Heavy Truck, and Parts
- Certified training in light and heavy-duty equipment.
- Prior experience as a mechanic for light and heavy-duty vehicles preferred.
- Additional certifications (e.g., hydraulics, welding, electrical, etc.)
- Formal training in management or supervision is advantageous.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to interact in a favorable manner with fleet personal, equipment users, Department heads, Board of Works, City Council, and the general public.
- Writing skills include the ability to help author policies, memos, directives and other documentation as required.
- Must be computer literate and have the ability to enter work orders and parts into our computerized Fleet program.
- Extensive knowledge of modern techniques of motor fleet management including, but not limited to computerized inventory control and preventive maintenance scheduling
- Knowledge of budgeting, purchasing, and cost techniques, particularly as they relate to motor fleet operations.
PHYSICAL, MENTAL, AND VISUAL SKILLS
- Solve practical problems and interpret instructions.
- Mathematical calculations involving fractions, decimals, percentages, and metric system.
- Ability to write identifying information, and request supplies verbally or in writing.
- Good vision with or without correction
WORKING CONDITIONS
- Work is performed in a 40 plus hours per week.
- The responsibilities of the Assistant Fleet Manager require presence in the office as well as in the garage and in the field. Interacts with mechanics, the parts attendant, and crew leaders concerning City and Central Garage procedures at the behest of the Fleet Manager. Also called upon to go into the shop and into the field to evaluate equipment and to help diagnose problems.
- The Central Garage maintains a clean and safe environment, consistent with set procedures. At times, due to the nature of the work, conditions of noise, dirt, grease, chemicals, and fuel are present. Central Garage employees are fully trained to work in these conditions

- The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
- Background checks producing acceptable BMV and criminal history reports required.
