JOB SUMMARY
Under the direction of the Department Head and/or Assistant Manager, the Construction & Horticulture Supervisor is responsible for planning, scheduling, directing, and evaluating the work performed by staff within the Public Buildings & Grounds Department. This position oversees both construction and horticulture divisions and ensures the successful execution of maintenance and improvement projects across City facilities and properties.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Supervise all public building construction projects and horticulture operations.
- Oversee, evaluate, and train departmental personnel.
- Ensure safe and proper use of equipment and enforce safe work habits.
- Plan and coordinate daily work schedules.
- Procure tools, vehicles, materials, and supplies necessary for operations.
- Maintain accurate records and reports related to inventory, personnel, accidents, safety, and budgeting.
- Support other divisions in planning and executing special events.
- Respond to emergency maintenance needs during work hours and on-call when necessary.

OTHER DUTIES AND RESPONSIBILITIES
- Serve as departmental spokesperson and community project resource.
- Conduct interviews and evaluations of prospective full-time and seasonal employees.
- Participate in the development and implementation of departmental procedures and safety protocols.
- Perform other duties as assigned by the Department Head or Mayor.
EDUCATION AND EXPERIENCE
- High school diploma or equivalent.
- Valid driver’s license required.
- Technical or vocational training related to construction, maintenance, or horticulture preferred.
- Minimum four (4) years of experience in the construction field.
- Minimum four (4) years of experience in supervising employees and managing work plans.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of equipment, tools, and methods used in building construction and horticulture.
- Ability to read and interpret blueprints, installation instructions, and bid documents.
- Competency in selecting and purchasing supplies, vehicles, and machinery.
- Mechanical aptitude with ability to train others.
- Ability to manage multiple projects with competing deadlines.
PHYSICAL, MENTAL, AND VISUAL SKILLS
- Ability to lift, push, pull, and carry heavy objects (up to 100 lbs).
- Capability to perform physical labor including bending, climbing, and standing for extended periods.
- Mental acuity for solving problems, performing calculations, and interpreting complex documents.
- Normal or corrected vision required for reading plans, operating equipment, and observing job sites.
WORKING CONDITIONS
- Work is performed both indoors and outdoors year-round.
- Exposure to extreme temperatures (95 °F in summer; -10°F in winter), dirt, dust, chemicals, and noise.
- Use of various tools, heavy machinery, and power equipment.
- Occasional exposure to electrical shock and vibrations.
- Requires availability for on-call emergency situations and after-hours response.
POST OFFER TESTING REQUIREMENTS
- The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
- Background checks producing acceptable BMV and criminal history reports required.
