Nature of Work

The City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for RECORDS INFORMATION SPECIALIST.

This position is responsible for specialized office support work providing a variety of information and record maintenance functions in the Records Unit of the Everett Police Department.

The work involves a variety of office support services providing timely, reliable, and accurate information in response to inquiries from the public; researching crime and suspect information for law enforcement officers and agencies; and processing a wide assortment of records, logs, court documents, and other paperwork. In addition, employees in this class may receive special assignments as required.

About the Department

The Police Records unit provides a connection between police and community through office support services. This unit provides the timely and accurate response to public inquires related to police matters. Our support services team is a professional and collaborative group where you’re empowered to make decisions, encouraged to learn, and expected to provide input on how we can improve services to our customers. The City of Everett employs seven Records Information Specialists, three working Records Information Specialist shift supervisors, and one appointed Police Support Services manager, who deliver services to our community and within the law enforcement profession. About the Job

The work requires a high degree of confidentiality, accountability, responsibility, and accuracy. The work is subject to strict deadlines and conformance with numerous interacting procedures, rules, regulations, and applicable city, state, and federal laws, which require employees to handle many tasks simultaneously and to prioritize work on a moment-to-moment basis. The work is performed in a moderately noisy environment and workload can fluctuate to extremes and is subject to constant interruptions. The work product may be spot checked in progress and upon completion for thoroughness, accuracy, timeliness, compliance with police department policies and procedures, and with applicable laws and regulations. Attitude and effectiveness in dealing with other agencies and the public is also subject to review.


Employees in this class are assigned shifts including unsupervised nights, weekends, and holidays and may be called in to work on short notice. The work is directly scheduled and supervised by civilian supervisor who reports to a Police Captain. During unsupervised shifts, difficult or unusual situations may be brought to the attention of the on-duty patrol supervisor.

ILLUSTRATIVE EXAMPLES OF WORK

  • Maintain police department case reports and criminal history record information and related records utilizing various local, state, and national computer systems including Record Management System (RMS), Washington Crime Information Center (WACIC), and National Crime Information Center (NCIC). Office equipment may include computers, electric typewriters, calculators, shredders, copiers, and telephones.
  • Receive in-person counter inquiries and respond to multi-line telephones simultaneously; respond to questions of a general and law enforcement nature, and refer individuals to appropriate agencies or departments.
  • Assist law enforcement officers as required.
  • Receive cash payments over the counter, issue receipts, and balance cash drawer.
  • Disseminate criminal history record information in accordance with city, state and federal laws.
  • Fingerprint citizens as required.
  • Perform other related duties as required.


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Requires high school graduation or equivalent AND successful completion of coursework or training in office principles and practices AND a minimum of one year of office work, which includes computer/data processing experience;

OR

  • Any equivalent combination that provides the required knowledge, skills, and abilities.


SPECIAL REQUIREMENTS OR CERTIFICATIONS

  • Submission to an extensive background investigation which may include but is not limited to: FBI record check, financial records, previous employers, friends, relatives, neighbors (past and present), and polygraph examination (lie detector), psychological and medical examinations, drug testing and fingerprinting.
  • Ability to type 45 words per minute (net).

EXAMINATION STEPS

  • The Supplemental Questionnaire is part of the application (weighed 30%). Answers must be detailed and will be blind rated.
  • Responses to the supplemental questionnaire will be individually reviewed and evaluated (weighted 30%).
  • Top-scoring applicants will be called to an oral panel interview (weighted 70%).
  • All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months.


IMPORTANT NOTES

  • A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
  • The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
  • Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.
  • Extensive background checks will be conducted.
  • New hires begin employment at the first step of the salary range.
  • This job classification is represented by Everett Municipal Employees Local 113, AFSCME.
