The City of Falls Church Department of Public Works (DPW) is seeking a City Engineer to lead a team of technical experts in the design, construction, and operation of the City’s growing and evolving municipal infrastructure.

The City of Falls Church, Virginia, located less than seven miles from the heart of Washington D.C., is a unique and historic city. Falls Church is affectionately known as “The Little City” due to its small size and close-knit community atmosphere. Despite its small geographical area, Falls Church boasts a rich history and a vibrant community spirit, and is one of the most densely populated and fastest growing localities in Virginia. Situated between Arlington and Fairfax Counties, Falls Church takes pride in its independent spirit, small town character, environmental stewardship, and outstanding schools. With a population of roughly 16,000, the City is known for its urban village community, quality customer service, nationally ranked school system, environmental activism, and community activities.

The City of Falls Church is experiencing transformative growth in its commercial districts, where 1950s-era strip malls are being redeveloped with higher densities, a mix of uses, and walkable designs. Falls Church seeks to maintain a high quality of life in established residential neighborhoods adjacent to commercial districts through effective street design, traffic calming, and excellent government services. The Department of Public Works is responsible for maintaining the City’s core infrastructure and providing basic services to citizens in support of this community vision.

The City Engineer will work closely with staff within the Department of Public Works as well as other departments to ensure both municipal and private development projects meet applicable design standards, codes, and regulations. The City Engineer will have the opportunity oversee the implementation of smart traffic technology, advanced sanitary sewer infrastructure, and robust stormwater management strategies, and will have the chance to influence reinvestment strategies to ensure the City’s infrastructure will last for generations.

Responsibilities :

  • Oversees 6 employees that provide engineering and administrative services in support of the City’s transportation, stormwater, and sanitary sewer infrastructure.
  • Ensures safety and compliance with all OSHA, City, State, and Federal laws, codes, and regulations through a comprehensive system of reviews, monitoring, and inspections of projects and development activities throughout the City. This includes but is not limited to the areas of traffic engineering, sidewalks, drainage, stormwater, erosion and sediment control, roads and bridges, and utilities and land development.
  • Works with private developers and consultants to provide timely review of plans and guidance on policy, standards, and Code requirements.
  • Coordinates review and acceptance of as-builts and field inspections of developments.
  • Manages, supervises, and assigns subordinate assignments by assessing project needs, staff capabilities / workload and assigning projects and tasks.
  • Performs personnel duties including but not limited to hiring and supervision of staff, training, motivating, monitoring performance, assisting in problem resolution, ensuring fair and equitable performance evaluations, and recommending / determining needed performance actions.
  • Facilitates the completion of various plan reviews while assessing impacts to the right-of-way, stormwater quantity calculations, street lights, and other improvements to meet all applicable design standards, codes and regulations.
  • Develops and reviews Voluntary Concessions (Proffers) for approval.
  • Reviews and negotiates Inter-Jurisdictional Agreements (IJA).
  • Works with staff and developers’ representatives on acceptable design alternatives and solutions, including negotiating with developers’ representatives for plan design changes.
  • Provides technical presentations in public venues, including but not limited to Planning Commission, City Council, Town Hall meetings, and various board and commission meetings.
  • Responds to citizen inquiries and requests.
  • Coordinates work with other local, state, and / or federal agencies as required.
  • Performs related tasks as required.

Qualifications :

  • Degree in civil engineering or related field and registration as a Professional Engineer in the Commonwealth of Virginia (or ability to obtain reciprocity from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects within 6 months of hire).
  • Possession of Certified Floodplain Management Certification (CFM) within 1 year of hire.
  • At least 7 years of engineering plan review experience. The ideal candidate will have 15 or more years of public and private plan review experience particularly as it relates to sanitary and storm sewers, hydrology and hydraulics, stormwater management, erosion and sediment control, water resources, water and wastewater, solid waste management, roads, transportation, and street and site lighting.
  • Demonstrated ability to review and analyze plans and specifications for construction of public facilities, formulate comprehensive operational policies and procedures, and prepare technical reports.
  • Familiarity with AASHTO, ADA / PROWAG, NACTO, VDOT, and FHWA regulations and standards.
  • Possession of a valid driver's license.

  • Salary & Benefits : $130,000 - $155,000.
