Pay Range: $78,326 - $101,824 annual compensation

Workdays & Hours: Monday through Friday, 7:00 am to 4:00 pm. This position is a first responder in severe weather conditions/emergencies which will be subject to work after hours, emergency call-back hours, nights, weekends, and holidays, and will participate in an on-call rotation schedule.

Assistant Water Systems Superintendent positions are available with the City of Fort Worth Water Department/Field Operations Division in Wastewater Collections. The Field Operations Division is a 24/7 operation and is the largest division of the Water Department. These positions is essential to the daily operations of the division and has an integral role in the department's success. Responsible for performing a variety of administrative tasks and oversees subordinate supervisors, and field staff, identifying and allocating resource needs, assigning work to staff, investigating water distribution and wastewater collection issues, inspecting work, responding to and resolving customer questions and concerns, reporting shift activities to day-time staff, and Supervision along with performing complex work in a variety of professional, technical and analytical safety functions in support of the assigned division/department. Manages, supervises and coordinates assigned activities and operations related to water/wastewater in the Water Department. Supervises assigned facilities and related staff; coordinates assigned activities with other divisions, departments and outside agencies; and provides complex administrative support to the Water Systems Superintendent and other senior management personnel.

Minimum Qualifications: 

  • Associate’s degree from an accredited college or university with major coursework in civil engineering, environmental engineering, chemical engineering, chemistry, biology, or a related field.
  • Five (5) years of increasingly responsible experience in water utility field construction, maintenance, repair, or operational activities.
  • Two (2) years of lead supervisory experience.
  • Possession of a Wastewater Collections “III” license from the Texas Commission on Environmental Quality,
  • Possession of a valid Texas driver’s license.
  • Must be able to pass a physical, drug screen, and a background check.

Preferred Qualifications: 

  • Possession of a Collection III TCEQ License at the time of hire.
  • Previous experience working with a large municipal utility
  • Knowledge and experience in water quality techniques.
  • Three or more years working in a supervisory capacity.
  • Extensive experience working with the public. 
  • Experience using GIS or other mapping software.
  • Reading and interpreting blueprints, specifications, and contracts.

Assistant Water Systems Superintendent - Wastewater job responsibilities include: 

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Assists in managing assigned services and activities of one or more water/wastewater plants. Plans and implements work programs; and coordinates with other divisions, departments, and City personnel to ensure the effective operations of assigned plants.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned water/wastewater operations and programs; and recommends and administers policies and procedures.
  • Monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned programs, service delivery methods, and procedures; analyzes plant processes and coordinates operational changes; and works with employees on the continuous improvement of services.
  • Assures the quality of water/wastewater produced meets regulations set by federal, state, and city agencies; and provides an adequate quantity of water with sufficient pressure to customers when assigned to water production services.
  • Review engineering principles to determine the needed labor, equipment, and material to accomplish the installation and determine effective repair or construction methods.
  • Researches new industry processes and equipment for potential implementation. Collaborates with others to research trends, data, and other records to Continuously monitor and evaluate the quality, responsiveness, efficiency, and effectiveness of assigned field operations programs, methods, and procedures; works with personnel on the continuous improvement of field operations services.
  • Responds to and resolves public inquiries and complaints; confers with customers regarding problems; and assists as necessary.
  • Records and maintains detailed information on the operation of water/wastewater plants, distribution and collection systems, and water quality. Compares the results with goals, and regulatory and environmental standards.
  • Participates in the development and administration of the division's annual budget. Participates in the forecast of funds needed for staffing, equipment, materials, and supplies; oversees outside contracts; monitors expenditures; oversees inventory; and makes purchasing decisions.
