A PID Administrator position is available with the City of Fort Worth FWLab Department, Revenue and Special Districts Division. The FWLab is an initiative commissioned by previous City Manager David Cooke in February 2023 in support of Fort Worth's organizational values and to make government better. The work undertaken by the FWLab advances the City's Vision to "be the most livable and best managed city in the country" through building organizational capacity to explore, analyze and learn from data that is discoverable via existing and new municipal system and components. Specific systems or components of the FWLab include priority-based budgeting, data analytics and management, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments/internal consulting, strategic foresight or futurist studies, departmental strategic planning (FWStat) and Lean Six Sigma. The Revenue and Special District division of the FWLab is the newest addition to the department and will oversee long-range revenue forecasting and administration of the City’s PIDs, TIFs, and 380 agreements.

The PID Administrator position will need a driven relationship, detail-oriented, and analytical person to oversee both capital and operating Public Improvement Districts (PIDs). This role will manage the financial administration, compliance, and project coordination for PIDs, serving as a key liaison between City departments, PID management companies, property owners, and other stakeholders.

The ideal candidate will have a strong background in financial oversight, contract compliance, stakeholder engagement, and process improvement. The ability to analyze and manage financial transactions, coordinate capital improvement funding, and oversee operating budgets is essential. A high level of emotional intelligence, diplomacy, and problem-solving ability is required to successfully navigate complex relationships with PID boards, City leadership, and external partners.  A high level of emotional intelligence, diplomacy, and problem-solving ability is essential for success in this role.

  • This is a full-time temporary position. Position assignment/duration is contingent on business needs.

Minimum Qualifications: 

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field;
  • Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience

Preferred Qualifications:

  • Experience in project management coordination, particularly in municipal infrastructure or economic development projects.
  • Coursework or experience in governmental accounting. Experience in contract compliance and municipal budgeting.
  • Proficiency in enterprise accounting software, and project management systems.
  • Strong analytical skills and understanding of system databases, data elements, and application software solutions to optimize data gathering and analysis.

The PID Administrator job responsibilities include:

  • Oversee capital PID funding, financial tracking, and contract compliance to ensure alignment with City policies and regulations.
  • Manage draw request processing, ensuring proper routing, approvals, and financial reporting for capital PIDs.
  • Track capital project expenditures across multiple PID-funded projects (e.g., water, sewer, transportation), ensuring proper coding and reconciliation.
  • Work closely with Finance, Legal, and Economic Development teams to ensure compliance with funding agreements and municipal regulations.
  • Assist in the review and formation of new PIDs, including feasibility studies, petition management, and stakeholder outreach.
  • Serve as the primary administrator for the City's operating PIDs, overseeing budget management, procurement, contract compliance, and service delivery.
  • Review and monitor PID management contracts, ensuring adherence to financial and service agreements.
  • Support the annual Service and Assessment Plan (SAP) preparation, ensuring compliance with City policies and state law.
  • Work with PID management companies, property owners, and stakeholders to ensure efficient service delivery and responsiveness to district needs.
  • Monitor revenues, expenditures, and fund balances to ensure financial sustainability and compliance.
  • Prepare monthly financial reports, track fund utilization, and provide revenue collection updates.
  • Attend monthly PID board meetings (evenings as needed) to provide financial and operational updates.
  • Assist in the annual assessment and levy process for PIDs, working with Finance, Legal, and third-party administrators.
  • Implement new financial tracking systems and reporting structures to improve transparency and efficiency.
  • Conduct business process analysis, identifying opportunities for automation and operational improvements.
  • Support cross-departmental coordination ensuring proper alignment between capital and operating PID functions.
