Description

Vacancy is in the Public Health Clinic of the Health and Human Services Department. Under general supervision, performs professional nursing services, instruction, and health counseling to individuals, families, or groups in homes, clinics, and community settings for the purpose of prevention and control of diseases and the promotion of health. Plans, organizes and provides public health nursing services. Provides case finding and epidemiological investigations in connection with the prevention and control of disease. Applies the nursing process of assessment, planning, intervention, and evaluation. Provides care, treatment and carries out physician orders when necessary. Administers injections and oral medications applied in the home or group setting. Refers clients to appropriate resources, agencies, and clinics for further evaluation and treatment. Evaluates individual and family situations for problems detrimental to good health and conducts health appraisals and screenings. Participates with community groups in identifying and developing public health services to address special needs identified by the community. Keeps records, prepares reports, and compiles statistical information. Attends meetings, conferences and seminars. Performs related work as required.
This is a CHPEA union position. The hours of this position are 40 per week.

This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding.

Knowledge, Skills & Abilities

The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:


Knowledge of:
  • Principles, methods, and practices of public health nursing.
  • Federal, state, and local laws and regulations regarding public health programs.
  • Community aspects of nursing programs including provisions for continuity of patient care, nursing services in health programs, and nursing care in the home.
  • Epidemiologic investigation, control and care of chronic and communicable diseases and illnesses, handicapping conditions, mental illness, and other disabling conditions.
  • Environmental, sociological, and psychological problems associated with public health nursing clients and families.
  • Normal and abnormal physiological development and behavior patterns.
  • Prevention, detection, reporting, and treatment of child abuse and neglect.
  • Principles and procedures involved with family planning, venereal disease control, maternal and child health, and communicable diseases.

Ability to:
  • Effectively teach and address groups and individuals.
  • Operate computers, using a variety of software.
  • Communicate effectively both in writing and verbally.
  • Prepare clear and concise case records and reports.
  • Establish and maintain effective working relationships with co-workers and the public.

Qualifications

Open to all applicants who meet the following qualifications:

Bachelor's Degree in nursing from an accredited college or university and one (1) year of experience in the field of nursing.
OR

Associate's degree in nursing from an accredited college or university and three (3) years of experience in the field of nursing.

A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.

NECESSARY SPECIAL QUALIFICATIONS
Must possess a license in active status to practice as a registered nurse in Connecticut and remain active with all annual licensing requirements.

Must possess and maintain a valid driver’s license.

COPIES OF YOUR DRIVER'S LICENSE AND NURSING LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.
PHYSICAL DEMANDS AND WORKING CONDITIONS:
Work is performed in private homes and in various community settings with travel from site to site. May be required to respond to emergency situations. May be exposed to body fluids and infectious diseases. May be required to work with clinically challenging client population; must be able to read and respond to subtle behavioral clues and maintain professional composure and effectiveness.

HARTFORD RESIDENCY PREFERRED:
A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.

BILINGUAL PREFERRED.

Other Information

If selected for the position, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will be required to serve (3) three to (12) twelve months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
