Capital Projects Coordinator
The City of Kings Mountain Department of Public Infrastructure Department is recruiting a dynamic individual seeking a career in public service as a Capital Projects Coordinator. Work will be performed in this professional position under the general supervision of the Public Infrastructure Officer. The Capital Projects Coordinator will assist in the development and implementation of future capital and grant funded projects and will coordinate tasks within larger construction, maintenance, and rehabilitation of City facilities. Other duties include attending public meetings regarding City projects, preparing maps, performing legal research, responding to inquiries, and coordinating special projects as assigned. Work requires the use of technical expertise, judgement, discretion, and the ability to manage multiple projects simultaneously. Work also involves considerable contact with architects, engineers, contractors, local, state, and federal agencies, as well as, key stakeholders within various City departments. The Capital Projects Coordinator may also oversee contracts for various third-party service providers (e.g. contracts for testing, survey, construction inspection, landscape maintenance, etc.)
Essential Functions :
- Coordinate, manage and / or monitor large and / or complex capital, operating, local and federally funded projects, as assigned, from conception through completion including active participation in advanced planning, budget estimating, stakeholder coordination, design, permitting, construction, project closeout, and post-construction warranty period to ensure all specifications, codes, and contract terms are met on time and within budget. Coordinate submission of reimbursement requests to grant agencies as required.
- Assist with coordination of architects, engineers, contractors, external service providers, local, State, and federal agencies, key stakeholders within various City departments.
- Assist with the administration of the Qualifications Based Selection (QBS) process for Architectural, Engineering, On-call, and other professional services. Prepare Requests for Qualifications or Requests for Letters of Interest. Prepare and submit City Council Action items.
- Perform plan review of construction documents and specifications prepared by licensed architects and engineers for projects, including but not limited to, building renovations, ADA improvements, building upfits and expansions, greenways, sidewalks, parking lot improvements, and landscape projects to ensure compliance with standards and ordinances.
- Facilitate adherence to all reporting documentation and regulatory reports based upon local, State, and federal grants, Davis Bacon, UG, and FEMA requirements.
- Coordinate with City staff to obtain right-of-way and easements on linear projects funded with local, State, and federal funds, following the Uniform Relocation Act, as necessary.
- Assist with the development of long- and short-term capital plans, including setting targets for milestones and adhering to deadlines
- Serve as a point of contact for internal teams when multiple units are assigned to the same project to ensure team actions remain in synergy
- In collaboration with the Public Infrastructure Officer, communicate with City management to keep project(s) aligned with City goals
- Coordinate and delegate tasks on facility maintenance projects to assigned employees within Public Works
- Perform quality control on the project throughout implementation to maintain the standards that are expected
- In consultation with the Public Infrastructure Officer, adjust schedules and targets on the project(s) as needed
- Develop project timelines and milestones in cooperation with other construction management professionals
- Coordinate efforts between various stakeholders including architects, engineers, subcontractors, and clients
- Monitor project progress and report status to senior management and stakeholders
- Conduct regular site inspections and risk assessments to comply with health and safety standards
- Manage project documentation and maintain comprehensive project records
