Incumbent serves as Utilities Customer Service Representative for the City of La Porte Water Department, responsible for providing customer service to the citizens of City of La Porte and handling the receipt of monies.

DUTIES:

Works the service counter and drive-thru window, accepts and processes payments for bills, meter deposits, and collects information for work orders, and other miscellaneous charges, including depositing receipts into correct accounts.

Maintains and balances cash drawer.

Enters work orders into the computer and sorts mail, processing in Payment Batch.

Assists in entering Morning Drop Payment Batch.

Issues dog, plumbing, amusement and vendor, and solicitor licenses.

Opens City Hall in the morning and closes the building at the end of the day.

Answers telephone and greets office visitors, handles complaints, determines the nature of the visit, responds to inquiries, and/or routing caller to the appropriate person or department.

Manages OpenGov applications and licenses. Follows up with customers to complete service applications. Completes Work Order entry upon Service Application completion.

Updates daily ACH/Credit Card spread sheets.

Performs other related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or HSE.

Ability to meet all hiring and retention requirements, including passage of a drug test.

Working knowledge of standard office procedures and basic bookkeeping skills with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of department services and billing procedures, and ability to obtain necessary information from and explain standard practices to customers.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare detailed reports and correspondence as required.

Ability to properly operate standard office equipment, including computer, calculator, copier, paper shredder, scanner, drive-thru payment system, cash register, credit card swipe machine, receipt printer, telephone, and other equipment as needed.

Ability to effectively communicate orally and in writing to co-workers, other City departments, utility and bank personnel, Center Township Trustee, North Central Community Action Agency, title companies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide access to or maintain confidentiality of Department information and records according to state requirements.

Ability to competently serve the public with diplomacy and respect, including occasionally encounters with irate or difficult persons.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to count, compute, and perform arithmetic operations, including calculating utility consumption, receiving, and receipting money in, preparing bank deposits, and reconciling books and payments.

Ability to play and layout assigned work projects and apply knowledge of people and locations.

Ability to compare, and observe similarities and differences between data, people, and things.

Ability to compile, collate, classify data, analyze, evaluate, and investigate.

Ability to coordinate place, make determinations, and take action based on data analysis.

Ability to file, post, and mail materials.

Ability to be on time and follow attendance policy.

II. RESPONSIBILITY:

Incumbent performs duties according to definite objectives and procedures of the department, receiving general instructions and performing a majority of tasks as determined by supervisor. Work schedules are primarily determined by the service needs of the public. Errors in work are readily detected or prevented through standard bookkeeping checks and notifications from other departments or the public. Undetected errors could result in loss of time and money for the department to correct errors.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other City departments, utility and bank personnel, Center Township Trustee, North Central Community Action Agency, title companies, and the public, for purposes of receiving and receipting of payments, exchanging information, explaining bills, and rendering service.

Incumbent reports directly to Utility Billing Office Manager.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting and walking at will, sitting for long periods, lifting/carrying objects weighing under 25 pounds, reaching, handling/grasping objects, close vision, keyboarding, hearing sounds/communication, and speaking clearly. Incumbent may be exposed to violent or irate individuals.
