Position Details
The Billing Clerk/Receptionist is responsible for providing exceptional customer service to utility customers. The individual in this position is responsible for handling all aspects of the utility billing process and serving as the first point of contact for all city-related functions.
Job Duties and Essential Functions
The essential functions of the position include, but are not limited to the following:
- Generate utility bills and process utility payments for all municipal utilities.
- Maintain utility billing customer accounts and review utility meter reading entries.
- Perform utility account collections, reporting, and disconnects for all utilities.
- Process accounts payable.
- Answer phone calls and address customer inquiries or forward them to appropriate personnel.
- Perform key account visits and reviews and administer the load control program.
- Attend Bright Energy Solutions (BES) meetings, stay informed about current rebate programs, educate the public on energy conservation, and meet energy saving goals as well as state reporting requirements.
- Coordinate Marathon Water Heater program.
- Reconcile cash and checks received, prepare daily deposit when needed.
- Review and process energy rebates when needed.
- Perform other job-related duties as assigned.

Education, Experience, and Licenses
Minimum Qualifications
- High School Diploma or equivalent.
- At least 2 courses in accounting or bookkeeping or 2 years of experience performing accounts billing and accounts payable work.
Desired Qualifications
- Associate degree in business administration, accounting, finance, or a related field is preferred.
- Accounting experience using an automated system in a setting with extensive public contact is preferred.
Complexity
Processes, procedures, or software vary from one assignment to the next, although assignments are related in function and objective
