The City of Lynchburg is currently seeking qualified candidates with proven research and analytical experience for the position of Data Analyst. This position serves to increase the capacity of City employees and citizens to access data related to City processes. Access to City data will inform decisions, while improving efficiency of services and operations. This position reports to the Special Assistant to the City Manager. Primary responsibilities will include evaluating, analyzing, and monitoring all data related to the City’s comprehensive Civil Rights Program and human resources data sources. The data analyst will track metrics related to demographic representation at all levels of the organization in compliance with the City’s equal employment opportunity (EEO) plan, assist with the development and analysis of the biannual employee survey, and analyze data that ensures the effective delivery of city services to citizens. Additionally, the data analyst will support many human resources data analytics functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Build extensive data analytics products with multiple large data sources using data platforms such as PowerBI or ArcGIS.
- Build and understand complex data models.
- Build reports and develop advanced analytics that effectively address business needs.
- Clearly communicate analysis results and their potential impact on city business to both technical and non-technical audiences.
- Increase usage and awareness of city data assets.
- Understand and adopt emerging technologies.
- Ability to self-start on individual projects as well as work in a team environment.
- Build and establish governance for internal and external data sharing.
- Train department level data analyst and all employees that input data into City systems.
- Conduct national best practices research and comparative analyses to ensure the City's continued progress as a municipal leader in creating a fair and inclusive workplace.
- Develop metrics and goals that ensure accountability towards effective delivery of City services throughout the organization.
- Collect, analyze, and present data measuring the City organization’s progress on incorporating the principals of a comprehensive Civil Rights Program, to include the federal measurements of diversity as required by the City’s EEO plan, to include non-discrimination and fairness.
- Perform related duties as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Other duties to provide direct or indirect services to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept specials assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.

EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university in Statistics and Analysis, Information Science, Computer Sciences, Management Information Systems, Geographic Information Systems, or related field required. At least three years of related experience preferred.
Additional Requirements
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
- Relevant background checks must be satisfactorily completed.
- Must demonstrate programming ability as well as proficiency with GIS technologies. Must have the ability to effectively communicate with a variety of audiences through both oral and written presentations.
- The preferred candidate will possess:
- Experience conducting and leading data analysis projects.
- Experience with data modeling and data analysis.
- Programming experience in languages such as SQL, R, Python, etc.
- Experience building and administering reports and dashboards in enterprise systems such Power BI or Tableau.
- Proficiency in GIS platforms, such as ArcGis Pro, ArcGIS Online, and building interactive web maps.
- Knowledge of and practical application experience with statistical methods.
