Functions include but are not limited to management of projects and initiatives as directed by the City Manager; assisting in the overall supervision of staff and departments; assisting to align City activities and initiatives with the guiding principles, policies and plans of the City; facilitating communication and use of resources among departments; and assisting with budgets, policy development, process management, labor relations and public relations. The Deputy City Manager works closely with all City departments, as well as citizens, businesses and organizations; the media; and state and federal officials. This position requires frequent work outside of regular business hours. SUPERVISION EXERCISEDCarries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. Stands in for the City Manager upon request by the City Manager.SUPERVISION RECEIVEDWorks under the guidance and direction of the City Manager.DUTIES AND RESPONSIBILITIESThe duties described below are intended only as illustrations of the various types of work that may be performed or what the Deputy City Manager might be asked to perform. Other duties may be assigned. General – Essential Functions: * Assist in the day-to-day management of the City Manager’s office, including assuming duties of the City Manager as necessary in his/her absence.* Serves as the Human Resources Director and Administrator for the Mexico Memorial Airport.* Performs Risk Management and Mitigation Administration for all City’s insurance policies and serves as the Claims Administrator.* Manages and directs computer service operations to include cyber-security and social media accounts.* Oversees short- and long-term planning, community development and interpret Comprehensive Planning, Zoning, land use, health and safety, environmental issues and other community planning issues. Oversee all property management, maintenance services and repairs of City facilities.* Assists in the recruitment and selection of new employees.* Assists in overseeing the discipline and termination of employees.* Assists in the procurement of Health, Dental, Life, Property, Liability, and Worker Compensation Insurances Policies.* Prepares documents, agreements, contracts and leases and analyzes options for regular and special programs and reports.* Manages and reviews organizational studies, systems studies, procedure studies and administrative problem solving.* Directs the use and proper operation of departmental materials, supplies, facilities and equipment. * Meets with individuals and groups to explain and interpret City laws, policies, procedures and modern methods of city management* Oversees city safety programs, maintains all records that relate to safety, gathers data and investigates accidents in which an employee was injured or property damaged. Oversees training programs concerning safety and makes periodic inspections of all building and vehicular equipment under control of the City.* Attends City Council meetings, committee meetings, City Manager staff meetings and serves as liaison to department directors and administrative personnel within the City government to plan, direct, and coordinate Citywide activities and events.* Develop and coordinate processes with management team to assist in the implementation of goals, plans, programs, policies and service delivery methods.* Attends civic, community, and professional meetings to explain and promote the activities and functions of the City. Makes periodic public addresses.* Develops and implements short- and long-range goals for the City.* Assists in organization of meetings, press conferences and other promotional activities.* Assists in the preparation and administration of the City Budget.* Assists in development of financial strategies utilizing State and Federal Programs. Required Education and/or Experience: Five years local government related experience and/or training; or equivalent combination of education and experience. Bachelor’s Degree in Business, Business Management/Administration, Public Administration or related field.Must have a minimum of three (3) years’ experience in executive or departmental level management.Must have a minimum of three (3) years’ experience in supervising employees.Successful completion of a drug screening test.Must have an excellent work history and attendance record.Must have an excellent driving record. Preferred Education and/or Experience: Eight years related experience and/or training; and a Master’s degree or equivalent; or equivalent combination of education and experience.Master’s degree in Business, Business Management/Administration, Public Administration or related field.Executive level local government management experience in a customer service environment. Certifications, Licenses, and Other Requirements: Valid driver’s license.The Deputy City Manager must be a resident of City within 180 days of appointment. Skills and Abilities: Ability to provide guidance and supervision to staff member(s).Ability to work independently and with a team.Advance knowledge of legal requirements relating to the keeping and preserving of records.Advanced knowledge of modern office practices and methods of receiving depositing, and disbursing large amounts of money upon proper authorization.Considerable knowledge of data processing applications as they relate to financial operations.Knowledge and familiarity with existing model uniform codes and other relevant laws, rules and regulations. Thorough understanding and ability to apply generally accepted accounting principles and municipal accounting systems. Language Skills: Ability to communicate effectively in both written and verbal form.Ability to communicate effectively, tactfully, and persuasively with other City employees and the general public in difficult situations.Ability to speak, read and understand English.
