General Description
The City of Middleton seeks a skilled, experienced, and motivated team member to take on the role of Storm Water Utility Foreman. This is a new position in the city for 2025. The selected candidate will have the opportunity to help shape this new job while integrating into the already established and high performing Department of Public Works team. Successful candidates will have a knowledge of general public works and storm water management principles and technical work. Highly preferred candidate skills and characteristics include a drive to support the City and a history of effective and positive supervision of other employees and teams.
The Stormwater Utility Foreman is a highly responsible and motivated first-line supervisor focused on inspecting, planning, and performing or coordinating the required maintenance of various stormwater utility infrastructure. The Storm Water Utility Foreman must work both independently, as the supervisor of others, and as a member of a team. This role requires both the ability to follow complex instructions and to turn those instructions into physical results through project execution and routine maintenance across a wide spectrum of storm water and other field service operations.
The Storm Water Utility Foreman, under the general supervision of the Stormwater Utility Manager, ensures that stormwater projects and programs assigned by the supervisor are accomplished in a prompt, safe and effective manner by coordinating the job assignments of a maintenance crew and by working with the crew in the completion of the assigned projects. They will also coordinate the actions of outside service companies when necessary to accomplish assigned projects. The position also requires operation of a snowplow during the winter months under the supervision of the Streets Foreman (estimated 20% of annual hours). This position requires:
- Agreement to conduct and successful completion of a pre-employment drug testing/screening.
- Residence location near enough to respond to work call-ins within 30 minutes. Residency in the City of Middleton is not required.

Job Functions
Essential Functions
- Receive assignments from Stormwater Utility Manager.
- Instruct, assign and perform work duties with various crew members and direct and coordinate the crew tasks. Oversee training of crew members.
- Perform field inspections of work done on public stormwater infrastructure, which includes electronically compiling data on infrastructure. Document deficiencies and plan needed follow-up actions.
- Order supplies and equipment needed for projects. Coordinate with Stormwater Utility Manager to prioritize work within budget allocation.
- Update supervisor daily on the progress and status of assigned projects, including observations of potential needs for future maintenance or capital projects.
- Establish plans and review implementation of PPE, traffic control, equipment operations and public protection for work zone safety.
- Assist Stormwater Utility Manager with preparation and review of contracts and agreements with outside service companies.
- Assist Stormwater Utility Manager with preparation and review of environmental permitting documents.
- Respond to snow and ice control and tree trimming needs during winter under supervision of the Streets Foreman, including outside of typical work hours.
- Operate a wide variety of light and heavy equipment to include hand tools, power tools, patrol trucks, front-end loader, brush chippers, etc.
- Recommend equipment needs for budget process.
- Coordinate with supervisor to investigate and provide information for the supervisor’s responses to public requests for information, complaint resolution or service requests.
- Maintain exceptional attendance and timeliness in reporting for work.

Knowledge, Skills, and Abilities
Knowledge
- Knowledge of materials, equipment and practices employed in construction and maintenance of storm sewers, culverts, waterways, basins and associated vegetation and erosion control.
- Knowledge of Traffic control and flagging operations.
- Recognition of illicit discharges and reporting protocol.
- Knowledge of Vegetation management, including seasonal activities, week suppression, pesticide and herbicide applications, and wildlife protections.
- Understanding of construction site erosion control methods, techniques, and requirements.
- Knowledge of Local, State & Federal regulations pertinent to storm water management.
- Knowledge of issues critical for maintenance of open water ways, such as invasive species, aquatic wildlife and approved chemical use
- Keeping written records and following oral and written instructions.
- Establishing and maintaining effective relationships with supervisors, coworkers, and the public.
- Good/open verbal and written communication skills.
- Setting of line grades and elevations.
- Confined space entry.
- Plan, prioritize and organize crew actions to meet goals of stormwater management under supervision of Stormwater Utility Manager.
- Ability to operate a motor vehicle and possession of a Class A driver’s license.
- Ability to conduct GIS information collection and data entry.
- Use of Microsoft Office software
- Safe operating of required equipment, such as: mowers, chainsaws, bucket truck, patrol truck, loader, tractor, skid steer with related attachments, Vactor truck and chipper.
- Operating and observing the operation of heavy and light equipment.
Education, Training and Experience
Education
- Completion of a standard high school or equivalent diploma required.
- DATCP certified aquatic herbicide applicator certifications highly preferred, ability to obtain that certification within 6 months of hire required.
- Experience in storm water infrastructure maintenance including but not limited to grading ditches, dredging basins, erosion control, illicit discharge identification etc.). preferred, more than two (2) years’ experience highly preferred
- Work history and past performance demonstrating ability to lead and carry out established work rules and procedures.
- Experience supervising field service employees and crews preferred.
- Experience plowing and salting streets preferred.
