General Description
Performs advanced level engineering technician work in the office and field. Updates and maintains various databases, GIS data, maps, maintenance plans, standard specifications and document templates. Fulfills data collection and annual reporting requirements related to the City’s WPDES (MS4) permit. Assists with coordinating and managing the work of outside consultants. Coordinates and collaborates with the City’s Stormwater Utility Foreman and Engineering Technicians. Assists with staffing the Water Resources Management and Stormwater Utility Commission, including long term capital improvements planning and annual capital and operational budgeting. Performs other related job duties as directed by the City Engineer/Stormwater Utility Manager.
Job Functions
- Under the supervision of the City Engineer/Stormwater Utility Manager: assists with coordinating and managing the work of hired consultants including: field surveys and data collection; drafting of plan drawings and maps and other complex technical material; development of project plans, specifications, and maintenance plans; and construction administration and observation.
- Reviews Stormwater Management System Maintenance Agreements for private developments. Manages the City’s database of private Stormwater Management System Maintenance Agreements. Logs and reviews as-built certifications, bi-annual inspection reports, and coordinates enforcement actions when warranted.
- Fulfills data collection and annual reporting requirements required by the City’s WPDES (MS4) permit.
- Reviews and comments on plats, and street and utility construction plans and specifications for proposed private development or alteration of public stormwater infrastructure. Reviews and comments on land division and civil plan submittals for private site development projects.
- Assists City Engineer/Stormwater Utility Manager to review and comment on application submittals for stormwater and erosion control permits. Coordinates with Dane County review staff and City’s consultant.
- Investigates public and private stormwater infrastructure maintenance issues, and implements corrective actions. Serves as the City’s liaison with Dane County staff for investigation and enforcement of illicit discharges.
- Assists City Engineer/Stormwater Utility Manager with long-term Capital Improvement Planning and preparation of annual budgets for Stormwater Utility projects and initiatives.
- Manages the operations and maintenance of the Tiedeman Pond stormwater lift station, including water quality sampling. Assists City Engineer/Stormwater Utility Manager with required annual reporting of water quality and water withdrawal data.
- Responds to citizen inquiries regarding current public construction projects and other information available at City Hall.
- Through the City’s GIS consultant, updates and maintains the City’s GIS data of stormwater management infrastructure.
- Updates and maintains various City maps and databases, and prepares annual reports.
- Performs other related job duties as required.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of public infrastructure construction practices, especially regarding stormwater management infrastructure.
- Strong Project Management skills for construction and maintenance of public stormwater management infrastructure.
- Strong knowledge of construction site erosion control practices and requirements.
- Strong verbal and written communication skills, ability to give and receive complex instructions, and perform tasks in an efficient manner.
- Ability to complete complex projects in a self-directed manner.
- Ability to perform algebraic calculations quickly and accurately.
- Ability to utilize computer applications in the performance of duties, including Microsoft Office Suite such as Word, Excel, Outlook, etc.
- Familiarity with GIS mapping and asset management applications.
- Strong knowledge of stormwater best management practice design and regulations is a plus.
- Proficiency with ESRI ArcMap software is a plus.
- Proficiency with CAD design software such as AutoCAD is a plus.
Education, Training and Experience
- High School Diploma or equivalent is required.
- Completion of associate (technical) degree in construction management, civil engineering technician, land surveying, or equivalent is required.
- At least five (5) years of experience is required in construction management, plan preparation or technical drafting, or as a civil engineering technician or a related field.
- Ability to operate a motor vehicle and possession of a Wisconsin Motor Vehicle Class D Operator's License is required.
