Job Summary
FLSA Status: Non-Exempt
This supervisory position is responsible for carrying out day to day activities of field personnel engaged in construction, installation, maintenance and repair of wastewater systems in order to effectively provide wastewater services within the City of Miramar. Ensures compliance with all applicable policies, procedures, regulations, and standards of quality and safety. Reports to the Wastewater Collection System Superintendent.
Essential Functions
- Supervises the activities of field personnel engaged in construction, installation, excavation, maintenance and repair of wastewater collection and transmission and pumping systems, ensuring compliance with all applicable policies, procedures, regulations, and standards of quality and safety.
- Supervisory duties include assigning work and establishing work schedules, scheduling and approving leaves; instructing, assigning, reviewing and planning work of others; maintaining standards; coordinating activities; recommending new hires; conducting performance appraisals; acting on employee problems; and recommending discipline, transfers, promotions and termination.
- Supervises, plans, and coordinates the wastewater collection system cleaning and inspection, I/I reduction program, and pump stations maintenance, upgrades and evaluation programs.
- Evaluates equipment and procedures and makes recommendations to improve efficiency and effectiveness of operation.
- Assist in providing all supporting documents for agenda items to purchase commodities, equipment and contractual services.
- Responsible for submitting requisitions for purchasing equipment and supplies.
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
- Plans, organizes, implements and participates in the career advancement of wastewater collection maintenance personnel through training.
- Inspects in-house and contractors' work in progress for compliance with policies and procedures, regulations, specifications, schedules, and standards of quality and safety.
- Receives and responds to inquiries, concerns and complaints from city employees, agencies, and the general public regarding wastewater field division activities and projects.
- Reviews, prepares and/or submits various records and reports including requisitions, purchase orders, spreadsheets, work orders, maps, safety records, memos, performance evaluations, etc.
- Inspects manholes and other related wastewater infrastructures for necessary repairs.
- May operate jet/vac truck, jet machine and various other equipment as needed.
- Participates in hurricane/emergency preparedness and response activities.
- Performs related duties as assigned.
Minimum Qualifications
- High school diploma or GED equivalent and 6 years of experience in utility construction and maintenance, 3 years of which has been in a lead worker capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
- Must possess a valid Florida Class “A” wastewater certification.
- Must possess a valid Florida Class “B” CDL license.
- Must be able to function as an entry supervisor for confined and hazardous space requirements.

Emergency Management Responsibilities:
Note: During emergency conditions, all City of Miramar employees are automatically considered emergency service workers. City of Miramar employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

- Knowledge of the methods and practices of municipal wastewater collection.
- Knowledge of underground infrastructure and related systems.
- Skill operating a motor vehicle and related equipment for the job.
- Ability to communicate effectively in oral and written form.

- Ability to respond to supervision, guidance and direction of superiors in a positive, receptive manner.
- Ability to demonstrate a polite, helpful, and courteous manner when engaged with the public.

Requires moderate physical effort including lifting up to 50 pounds. May require frequent crouching, kneeling, bending, and stooping. Frequent periods of standing or walking may be required.
GENERAL BENEFITS:
The City of Miramar provides benefits for its permanent full-time and part-time employees. Vacation
Permanent full-time employees earn up to ten days of vacation during their first year of employment. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.
Permanent part-time employees have the opportunity to earn vacation after the completion of one year of continuous service.
Sick Leave
Permanent full-time employees accrue sick leave at the rate of one day per month. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.
Permanent part-time employees have the opportunity to earn sick leave after the completion of one year of continuous service.
Health Plan
The City currently provides medical coverage through Aetna. The City pays the health insurance premium for the employee and 50% of the premium for dependents.
Permanent full-time employees have the option of electing coverage from three plans: Health Network Only Plan (HMO), High Deductible Health Plan (HDHP) with HSA and Open Access Managed Choice Plan (POS).
Permanent part-time employees have the option of electing coverage from two plans: Health Network Only Plan (HMO) and the High Deductible Health Plan (HDHP)
The City also offers Dental coverage through Delta Dental.
Pension (Defined Benefit Plan)
Permanent full-time employees are automatically enrolled in one of the City sponsored pension plans, which are funded by mandatory City and employee contributions. The Plan provides a guaranteed income, based on years of service, to its members upon retirement.
457(b) Plan (Deferred Compensation Plan)
Employees can elect to participate in this Plan, which enables the employee the option of deferring compensation on a pretax basis, not to exceed the applicable limits established by the IRC.
