Under general supervision of the Fire Chief, analyzes, develops, implements and administers a comprehensive emergency management program for the City of New Braunfels.

Primary Duties and Responsibilities

The responsibilities you’ll be trusted with:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.


  • Plans, develops, implements and administers City-wide policies and programs related to emergency management; measures program effectiveness and recommends enhancement and improvements; serves as a liaison to Comal and Guadalupe Counties and other entities during joint emergency management efforts.
  • Serves as the point of contact for City in emergency and/or disaster response situations; works in conjunction with local, regional and state entities for emergency and/or disaster response; initiates and monitors the increased readiness actions among the City services when disaster threatens.
  • Develops, coordinates and leads emergency management training; coordinates and evaluates emergency operations drills and actual disasters to make recommendations to improve operations and/or response; advises City departments on their emergency plans and coordinates interdepartmental activities.
  • Prepares warning materials and announcements; conducts public awareness campaigns; briefs radio, television and print media on emergency management matters; presents topical information at civic organizations, schools, churches and community groups.
  • Inspects facilities, equipment and work sites, identifies job hazards, and recommends preventative and corrective procedures. Conducts Emergency Planning Hazards Surveys and Assessments for potential emergency events and conditions. Evaluates changes to facilities, operations and hazardous material inventories for impacts on potential emergency events and conditions. Designs drills and exercises to test facility plans in order to address any deficiencies or increase in risks.
  • Consults with City departments to analyze, facilitate and resolve emergency management issues; interfaces with federal, State of Texas, and local agencies and organizations on a routine basis to integrate and coordinate emergency response activities.
  • Prepares and submits program funding documentation and coordinates grant proposal activities related to emergency preparedness.
  • Interprets, advises, and makes recommendations on risk and safety issues, policies and procedures; assists with the interpretation and correct application of City policies, procedures and programs while exercising the highest degree of confidentiality and professionalism.
  • Assists Human Resources Department as requested with safety and risk management initiatives.
  • Oversees the City’s Community Emergency Response Team (CERT) by holding regular meetings, coordinating CERT members training, plan team roles during drills and actual disasters.
  • Responsible for coordinating the activities of all personnel assigned to the emergency operations center (EOC) and ensuring that the EOC is fully operational during a crisis.
  • Coordinates weather briefings to key personnel from relevant departments and external stakeholders to receive an update on current and forecasted weather conditions, particularly those that could pose a potential threat to the community, allowing them to plan and initiate necessary emergency response actions if needed.
  • Manages special projects as directed.
  • Performs other duties as assigned or required.

Education, Experience, Licenses and Certifications

Your knowledge and expertise most important for this role:
MINIMUM QUALIFICATIONS:
Education and Experience:

  • Master’s Degree from an accredited college or university with courses in emergency management, public administration, or a related field preferred; or bachelor’s degree with three (3) years emergency management experience, including program development, preferably in a governmental setting; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
  • Must possess a valid Texas Driver’s License.
  • Certified Emergency Manager (CEM) competency-based certification is preferred.
  • Texas Department of Emergency Management Certification preferred.

Knowledge, Skills and Other Requirements

  • Required Knowledge of or Ability to Acquire Knowledge of:
    • State and Federal laws, statutes, rules, ordinances, codes and regulations governing emergency management activities and functions.
    • Occupational Safety and Health Administration (OSHA) safety rules and regulations, the Emergency Planning and Community Right-to-Know Act (EPCRA), and safety standards in hazardous traffic and construction environments.
    • U.S. Department of Energy (DOE) Comprehensive Emergency Management System, as defined in DOE Order 151.1C and related guides.
    • Hazards, risks, and vulnerabilities associated with the area, including but not limited to Hazardous Materials and Hurricanes.
    • FEMA’s National Incident Management System (NIMS) and the Incident Command Structure (ICS).
  • Required Skill in:
    • Understanding and applying City policies and procedures, and applicable Federal and state rules and regulations.
    • Communicating clearly and effectively, both verbally and in writing; preparing clear and concise reports.
    • Promoting and enforcing safe work practices.
    • Performing analytical and logistical work requiring the use of independent judgment and personal initiative.
    • Maintaining the confidentiality of City information, according to the standards of the Privacy Act of 1974, {5USC § 552A}.
    • Developing and recommending new programs, policies and practices.
    • Assessing and prioritizing multiple tasks, projects and demands.
    • Establishing and maintaining cooperative working relationships with City employees.
    • Operating a personal computer utilizing a variety of business software.
    • Effective media relations and interviewing techniques.
  • Physical Demands / Work Environment:
    • Work is performed in an office environment; outdoors in all weather conditions, with exposure to hazardous chemicals; is subject to sitting, standing, bending and reaching for extended periods of time; swimming; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds. Work may be required overnight, and on weekends during emergencies and disasters.
