Job Summary
What we’re looking for: A motivated and collaborative servant leader to join the City of New Braunfels Information Technology department. The Network Manager is responsible for the design, installation, administration, connectivity, documentation, operation and maintenance of all network equipment, network operating systems and communications systems. This includes the supervision of other network-related positions, as well as policies, procedures and the setting of all standards related to the City’s network. This position serves as a member of the IT Management Team, responsible for assisting with overall IT policy as well as making hiring decisions and conducting performance reviews of other network positions. The Network Manager will have responsibility for managing project budgets, IT Annual Budget and other administrative tasks. Responsible for network backups, network security, including intrusion detection and other Cyber Security components. Implements and maintains security standards. Maintains inventory of all network equipment and related warranties and service level agreements. Interface with end users, provide computer and network related technical support for all city personnel. This individual will manage and coordinate IT Network related purchases for the city as well as build and maintain positive relationships with the vendor community.

Primary Duties and Responsibilities

- Provide leadership to the IT Network team in operational planning and projects.
- Work with stakeholders to define business and system requirements for new technology implementations.
- Develop policies and procedures that outline how problems are identified, documented, assigned and corrected.
- Collaborate with other departments to identify solutions that meet the needs of our customers
- Conduct research on emerging products, services and standards in support the goals and direction of the organization.
- Assists in the financial aspects of the IT Department, including purchasing, budgeting and budget review
- Approve and purchase equipment and supplies in order to meet operational requirements of the organization.
- Analyze existing operations and make recommendations for improvement and growth.
- Assists the IT Director in operational and strategic planning, including fostering innovation and planning projects.
- Provide project management services and oversight for projects related to new or enhancing existing support services.
- Install, configure and support internal and/or external networks.
- Develops, maintains, manages and updates virtualized network and storage network infrastructure.
- Plan, coordinate, and implement security measures to protect network systems data. Manage security on internet firewall and wireless network. Manage data protection on all servers. Monitor security status and remediate security threats.
- Document network configuration and security measures.
- Identify security considerations associated with planned releases of operating systems and make recommendations for systems security during all phases of the release process.
- Perform security risk analysis, track incident handling and reporting.
- Recommend, install and maintain system availability and alerting systems, intrusion and detection monitoring system, as well as auditing and reporting systems.
- Assist in the development and maintenance of the City’s disaster recovery plan for IT services.
- Troubleshoot network performance issues and provide recommendations for resolution.
- Assess the need for repair, replacement, upgrade or addition of network components and WAN connectivity (including switches, routers, WAP’s, racks and wiring).
- Coordinate with vendors regarding hardware and software maintenance, service level agreement and warranty information for network equipment, WAN equipment and associated software.
- Perform maintenance, administration and support of city’s voice communication systems, including VoIP and analog connections.
- Manage and maintain TCP/IP addressing/subnetting using static and dynamic (DHCP) IP address assignment.
- Prepare reports and presentations related to systems security and data protection.
- Research and analyze new technologies to improve network efficiency and operation.
- Preserves confidentiality of any sensitive information.
- Participates and functions effectively in a team environment.
- Exhibits a positive and courteous relationship with City staff and general public.
- Performs other duties as assigned or required.
Education, Experience, Licenses and Certifications
Your areas of knowledge and expertise that matter most for this role:
Education and Experience:
- Bachelor's Degree in Computer Science, Management Information Systems or related field of study; and 5 (5) years’ experience as a Network Administrator or closely related position; OR an equivalent combination of education and experience.
- Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards.
- Must possess a valid Texas Driver’s License.
- Cisco CCNA, CCNP, or CCIE or ability to obtain within 6 months of employment
- VMware, Cisco or other current equivalent professional certifications are preferred.
Knowledge, Skills and Other Requirements
Necessary Knowledge, Skills and Abilities:
- Advanced level of expertise in Cisco network hardware, Cisco network operating systems, Microsoft networking, TCP/IP and router/switch configurations.
- Knowledge and experience with wireless technologies.
- Principles and practices of voice/video/data transmission technology and applications including voice over IP telephony.
- Basic knowledge of MS SQL concepts.
- Principles and practices of network administration, system access, and security guidelines
- Principles and practices of technology management, system development, and systems integration.
- Requires good oral and written communication skills; ability to understand and carry out oral and written instructions.
- Ability to write reports, business correspondence and procedure manuals.
- Ability to read technical journals, trade journals, general correspondence and City policy and procedures.

Must be able to safely lift and carry materials and objects up to forty (40) pounds; occasional work may be required in equipment access spaces such as attics, basements, crawl spaces, subfloors, and other similar, adverse conditions and environments.
- May be required to work flexible schedule and/or extended hours.
