Note : The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

Applicants must receive a score of 70 percent or better on this job knowledge test, be eligible for employment with the City of Oklahoma City and meet the minimum qualifications to receive further consideration in the employment process. JOB SUMMARY

This job is primarily located in the Administration Division of the Public Works Department within the city of Oklahoma City and is under the direction of an immediate supervisor. However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement. Employees in this classification perform work of a specialized nature, involving skills and knowledge of operations which have been previously acquired. Essential job functions include : locating and marking underground infrastructure to ensure these assets are properly identified and protected from construction-related damage; providing technical assistance by responding to emergency situations; and exchanging information with customers and contractors concerning the disposition of projects and/or work activities. The incumbent may act alone or as a lead worker of a small crew which performs various duties related to locating, marking, and maintaining City's infrastructure. Crew members work near one another to complete a job which requires a cooperative effort. The Public Infrastructure Technician must have a thorough knowledge of all procedures and equipment used at the job site and must frequently perform these procedures under emergency conditions while maintaining safety procedures. Work may include contact with the public, contractors, outside utilities agencies, and other department personnel. Quality of work will be measured by review of customer satisfaction, daily reports, and inspections by the supervisor.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference.   • Knowledge of public infrastructure systems and ability to troubleshoot system issues.
  • Knowledge of and skill in using tools and detection equipment necessary to locate underground infrastructure.
  • Knowledge of and skill in following procedures for locating and marking underground infrastructure.
  • Knowledge of procedures used in first response to customer concerns.
  • Knowledge of and willingness to follow worker safety rules and regulations.
  • Ability to read and understand technical data such as maps, engineering plans, and as-builts drawings.
  • Ability to accurately obtain and record information in computerized systems.
  • Ability to calculate collection/distribution system flow rates.
  • Ability to follow both oral and written instructions.
  • Ability to maintain effective working relationships.
  • Ability to communicate with contractors and the public using tact and diplomacy.
  • Ability to work with minimal supervision.
  • Ability to perform work duties while under pressure.
  • Ability and willingness to provide training and/or technical assistance to coworkers.

  • Possession of a valid Driver License (Operator).

WORKING CONDITIONS

  • Subject to working in and around dig ups, trenches, and manholes.
  • Subject to working below ground level.
  • Subject to working near moving objects such as traffic and construction equipment.
  • Primarily outdoors, exposed to extreme heat or cold, high temperatures, wind, humidity, rain, or snow.
  • May work on slippery surfaces, icy streets in confined areas when lines or meters have burst.
  • Works in cramped positions; stoops, crouches, and kneels when pulling manhole covers.
  • Subject to being on-call and working irregular hours such as overtime, nights, weekends, and holiday work shifts.
  • Strength and stamina enough to climb on an occasional basis during the workday to gain access to vehicles, access excavations, scale mounded piles, utilize ladders, etc.
  • Local travel daily.

Note : Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

  • Strength enough to frequently lift, push, and pull objects weighing 40 pounds or less, i.e. equipment bags, and other line locating tools/equipment, and up to 100 pounds with physical or mechanical assistance, i.e. manhole covers.
  • Hearing enough to determine water flow direction.
  • Manual dexterity enough to use small hand tools such as wrenches, socket sets, pliers, and screwdrivers, working with speed and accuracy under strenuous conditions such as flowing water pressure.
  • Near vision enough to identify colors, mark assets and complete work orders in writing.
  • Hearing and speech enough to communicate clearly and distinctly with supervisors, dispatchers, co-workers, and the public.

Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.

If the position accepted includes a lift/push/pull/carry Physical Requirement of 25 pounds and greater, internal and external applicants will be directed for a physical examination.
