General Description:
The purpose of this class within the organization is to perform judicial and clerical duties in the Citys Municipal Court. This class works under general supervision, independently developing work methods and sequences.
This position functions as a judicial officer within the scope and limits of the Court under the authority of a judge. A Ministerial Recorder is a Judge with limited powers.
Evening work will be required during night court sessions.
Weekend and holiday on-call will be required.
Minimum Education and Experience Requirements:
Requires High School graduation or GED equivalent. College degree preferred, supplemented by one to three years of administrative work in a legal/court environment. Some experience in work providing a familiarity with the basic procedures of a Municipal Court is preferred. The equivalent combination of training and experience may be considered.
Special Certifications and Licenses:
Judge Certification, NCIC Certified.
Knowledge, Skills, and Abilities:
- Knowledge of court procedures, laws, regulations, and orders pertinent to Municipal Court.
- Knowledge of modern office procedures, practices, and equipment.
- Knowledge of bookkeeping principles and practices.
- Ability to maintain complex records.
- Ability to attend Judge training provided by SC Court Administration and complete certification within one year, if not already certified.
- Ability to obtain NCIC certification within three months, if not already certified.
- Ability to conduct interviews with the general public for issuance of Courtesy Summons Warrants.
- Ability to attend and comply with required CLE training each year.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally, demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
- Accepts and sets bonds and recognizances.
- Issues summons, subpoenas, arrest warrants, and search warrants.
- Assists in the day-to-day operations of the court, including record keeping, filing, collection of fines, and other related court functions.
- Keeps abreast of laws and such changes in laws that affect the rules, regulations, and operations of the Municipal Court.
- Prepares the court docket; acts as court clerk during court sessions; signs warrants and courtesy summons.
- Performs clerical and judicial duties.
- Calls county detention center at the request of judges.
- Answers questions from attendees at court.
- Produces receipts, balances and deposits daily money taken in court.
- Assists defendants with requests for continuances, jury trial requests, public defender applications and preparing restitution orders for the trial judge.
- Demonstrates appropriate customer service skills. Performs all other duties as may be assigned to meet organizational needs.
