The city manager reports to the Mayor and a seven-member City Council. In addition to traditional municipal departments, Rocky Mount is a member of ElectriCities, has a fixed route transit system, museum and theater. Job Requirements
- Directs the provision of human resource services for the organization to include benefits administration, workers’ compensation, employee health services, recruitment, classification, compensation and selection, and employee development.
- Supervises staff responsible for delivery of human resource services.
- Counsels, coaches, and directs department heads, supervisors, and employees on policy and procedure, employment law, and disciplinary actions.
- Develops, interprets, and/or makes recommendations for changes to policy and procedures.
- Maintains official personnel records.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; performance metrics; productivity, recognition, and morale; occupational health; training and development and recruitment.
- Support management by providing human resources advice, counsel, and decisions on managing employee matters and culture.
- Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention and delivering HR programs.
- Accomplishes special project results by identifying and clarifying issues and priorities.
- Performs other related duties as assigned.
Minimum Qualifications
- A Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field is required.
- Master’s degree in Human Resources Management (HRM), Business Administration (MBA), or a related field preferred.
- 7–10 years of progressive HR experience, with at least 3–5 years in a leadership or senior management role.
- Or an equivalent combination of education and experience.
- Preferred but not required certifications include SHRM-SCP (Senior Certified Professional), SPHR (Senior Professional in Human Resources), and PHR (Professional in Human Resources)
- Valid North Carolina driver’s license.
- Knowledge of human resources and employment laws, including EEOC, ADA, HIPPA, and FLSA.
- Knowledge of group dynamics.
- Knowledge of basic benefit administration.
- Knowledge of safety and workers’ compensation.
- Knowledge of job-related software programs.
- Knowledge of the functions, organization, and operations of City government.
- Knowledge of basic accounting practices.
- Knowledge of payroll procedures and related reporting.
