The CUNY School of Medicine (SoM), located in the heart of Harlem, New York, is the only medical school in the City University of New York system and the only public medical school in Manhattan. Building upon 50 years of success as the Sophie Davis School of Biomedical Education, the institution transitioned to the CUNY School of Medicine in 2016. The CUNY SoM offers an accelerated BS/MD degree (7-year program) and a Physician Assistant Master’s Degree (27-month program). True to its legacy of access, opportunity, and community transformation, the medical school’s mission remains to recruit highly talented students as diverse as New York City itself. CUNY SoM places a special emphasis on recruiting those who are underrepresented in the field of medicine and on training high-quality, culturally competent health professionals and scientists equipped to address the healthcare needs of New York’s medically underserved communities. As a significant priority, CUNY SoM also seeks to enhance the recruitment and retention of senior leadership, faculty, and staff to reflect the diversity of our student body more closely.

The Senior Vice President and Chief Operating Officer is a member of the executive management at the CUNY SoM and serves as a member of the Dean’s Cabinet. As a high-level executive, they have broad responsibility for human resources, facilities, and information technology. They incorporate innovative practices into plans and strategies and collaborates with other School and University executives, and outside organizations as needed, to develop appropriate policy and manage resources. They are a dynamic leader of the executive team responsible for personnel and operations.

Responsibilities

Reporting to the Dean, the Chief Operating Officer (COO) is one of the top management positions at CUNY SoM. The COO is responsible for developing and implementing campus operational activities and administrative policies and procedures consistent with the University’s Offices of the Chancellor and the Board of Trustees; Implementing best practices and process redesign to enhance the administrative services of the School working collaboratively with Associate Dean and other executive staff, as well as the School’s external constituents. This position will manage and coordinate operations including facilities, information technology, and human resources and will strategize with the Dean, Senior Associate Deans, and Executive Leadership Group. The COO will oversee the leaders and areas of Facilities, Operations, Information Technology (IT) and Human Resources (HR). The COO will understand and respond to the operational needs of the campus. The COO duties include but are not limited to the following responsibilities:

  • Advise the Dean on implementation and monitoring of strategic plans including staffing requirements, faculty recruitment, space assignments, and financial plans necessary to meet goals of plans; Determine the appropriate organizational structure and mix of staff to maximize SoM operations and minimize expenses.
  • Periodically review administrative structure of the SoM to assure the structure meets the strategic and operational goals of the SoM; create and implement revised structures as necessary and appropriate; Prepares and/or contributes to the preparation of reports, briefings, presentations, and responses on institutional and strategic issues, as appropriate.
  • Assure compliance with CUNY, union, and governmental policies, procedures, and regulations related to financial affairs, grants and contracts, and philanthropy matters; Cooperate with all internal and external audit rules and implement all audit recommendations in a timely manner.
  • Participate in the formulation of strategic plans for the SoM; create administrative plans that support the overall goals and coordinate strategic planning processes when necessary; Develop and monitor a capital plan incorporating short- and long-term capital needs of the for SoM.
  • Support and monitor research-related financial activities to assure compliance with CUNY, CUNY Research Foundation, and funding agency regulations; prepare reports as required; Provide oversight and administrative direction for all grant management activity and clinical research compliance within the department.
  • Consult with the Senior Associate Dean of Finance regarding the preparation of budgets for grant and contract applications; assist researchers with financial aspects of grant submissions; Monitor and analyze grant budgets and notify principal investigators of the need to reallocate projected expenses; assure any overdrafts are promptly corrected.
  • Manage facilities and space for the SoM, collaborating with CUNY, City College, and other resources specific to facilities and space management staff; Develop and monitor a capital plan incorporating short- and long-term capital needs of the SoM.
  • Responsible for the departmental space and equipment inventories; Coordinate with CCNY facilities management on renovation and construction projects
  • Consult with CCNY and CUNY Central regarding the development and implemention of SoM information technology plan and policies.
  • Assure budgets for facilities, HR, and IT departments are submitted in a timely fashion and in compliance with CUNY guidelines; Monitor, report and explain variances to approved budget; address variances and present alternatives for achieving the goals; Meet fiduciary responsibility for financial controls and comply with all audit requirements.
  • Consult with the Associate Dean of Instiutation Advancment regarding donor relations and operational needs in anticipation of donor contributions. Assist the Development office with fundraising activities as necessary.
  • Interacts with school, industry, government, and community officials and stakeholders in the representation and development of strategic program initiatives.
  • Performs other job-related duties as assigned by the Dean or designee.

Qualifications

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College.

Preferred Qualifications

  • The successful candidate will have the capacity to provide leadership at the Institutional level and possess a sense of service to the School's diverse constituencies, both Internal and external. An understanding of the whole enterprise must be combined with a practical project orientation and ability to perform complex tasks and to prioritize multiple projects.
  • An advanced degree in Business Administration or any related field with 10 or more years of proven and progressively responsible experience in management, finance, and operations experience at a senior executive level; thorough understanding of working in an urban environment; Impeccable Integrity; proven or demonstrated commitment to diversity; demonstrated ability to Identify problems.
  • Advanced knowledge and experience with CUNY policies and procedures, labor relations, and quality improvement processes. Experience with labor relations developing improving facility maintentance, IT maintenance, capital assest management, and work environment.
  • Deep knowledge of a facilities management, IT, HR, and operations of a medical school and Experience planning and managing the transition and relocation of the school’s facilities management, IT, HR, and other operations while maintaining operations.
  • Ability to implement new software for resource planning to support the function of the school.
  • Knowledge of accreditation standards for medical professional schools along with the goals, objectives, structure, and operations of a public medical school or university and knowledge of organizational structure, workflow, and operating procedures, comprehensive knowledge of operations, financial reporting, and analysis and knowledge and understanding of institutional policies and procedures and the regulatory environment within which they operate.
  • Strategic planning skills including the management of a planning process and the ability to connect the strategic development and allocation of resources to planning goals including building a new facility to support the medical school’s mission.
  • Demonstrated leadership, organizational, and management skills; Experience helping senior management to develop and implement a strategically driven budget process with a special focus on diversifying revenue streams and return on investment based on future opportunities.
  • Understanding of internal control concepts and the implementation of internal control systems in a complex business environment and capacity to learn and understand the strategic needs of the community in the areas of public education and economic development.
  • Strong understanding of the culture of academic medicine and the ability to address faculty concerns.
  • Experience working with underrepresented, low income, and marginalized students experience working in health-related or STEM (Science, Technology, Engineering and Mathematics and Medicine) fields or other health professional pipeline programs highly desirable.
  • Experience with quality improvement principles as it relates to health care disparities to improve the quality of care and health professional decision making.
  • Advanced understanding of the importance of diversity in academic medicine and the impact of educational and health care disparities on medicine.

Compensation And Benefits

Salary Range: $200,000 - $250,000

Salary commensurate with educatioon and experience.
