Position Summary:

Main Responsibilities:
- Assist procurement in bidding the process, assist with developing bid documents, review bid documents, receive and evaluate bids, review contracts and notice to proceed documents.
- Project Management: Manage the construction of projects and oversee the entire field operations, including overseeing the performance of the design team, commissioning consultant and the contractors during construction, and coordinating the college participation from various departments.
- Processing meeting minutes, change orders, requisitions, coordinate contractors on campus, liaison with Governing Agencies, processing and reviewing shop drawings, review work in place, manage the RFI process to assure timely responses from Architect, maintain COR, CO, RFI and Submittal Log.
- Provide problem resolution among Design,Construction team and TCNJ Departments/Agencies.
- Manage all of the above processes as required to maintain project schedule and budget. Maintain up to date and accurate job files. Prepare and/or direct the preparation of; RFP's, reports, studies, surveys, testing, and detailed correspondence, assuring that it is clear, sound, accurate and informative as to its findings, conclusions and recommendations.
- Establish the protocol for lines of communication,oversee and maintain effective communication and cooperative working relationships with College Administrators, Faculty, Staff, Neighbors, and other Departments affected by construction, as well as local, state and federal agencies, consultants, contractors and/or the public in order to accomplish the objectives of the dept.
- Project close out: manage the project close out phase including overseeing the performance of the design team, commissioning consultant, and the contractors while advancing construction through substantial completion to final completion.This includes coordinating the College participation from various departments in the close out phase.
- Assist the design team in developing the punchlist with input from the client (building users), facilities dept. and issue to the contractor for completion. Follow up with the completion of the punchlist. Set priorities and timeframes with the contractor for the completion of the DCA punchlist as a priority for obtaining substantial completion.
- Obtain the documents necessary to receive a certificate of occupancy. Follow through with the receipt of the cert. of occupancy.
- Communicate regularly with the customer the progress of the completion of the punchlist.
- Manage the consultants in obtaining all of the close out documents such as: as-builts, operation and maintenance manuals, warranties, guarantees, main. literature, etc.
- Transmit the manuals to facilities for their use in maintaining the building.
- Manage all the training sessions with building occupants and facilities staff.
- Manage the follow up of repairs and remedies of any problems with equipment or materials installed under the contract, during the 1-year warranty period, which starts on the date of substantial completion.
- Manage the progress of the above items so that we have a smooth and orderly transition through the close out process to the building occupants and the various departments within the campus community.
- Other duties as may be assigned.
- Education: Graduation from an accredited college with a Bachelors Degree in Construction Management/Engineering/Architecture or similar degree or can substitute with 15 years of on the job experience.
- Specific requirements include computer literacy, preferably in a Microsoft environment, and excellent analytical, technical and writing skills.
- Must have 5 years of professional experience along with the degree or 15 years of on the job experience, preferably in an educational institution having direct involvement with facilities planning, design and construction. Extensive experience in design and construction administration preferred.
- Management/Engineering/Architecture or similar degree or can substitute with 15 years of on the job experience.
