Essential Job Functions

  • Develops and maintains centralized purchasing systems for all DPD worksites.
  • Serves as a conduit for contract negotiations to help ensure a mutual agreement is established between our agencies and any major outside contractors in accordance with DPD and CSS policies.
  • Enforces purchasing and contract management instructions, polices, and procedures.
  • Identifies vendors of materials, equipment or supplies, and interviews prospective vendors to determine product availability and terms of sale.
  • Reviews, evaluates, and approves specifications for issuing and awarding bids.
  • Reviews purchase order claims and contracts to ensure compliance with DPD and CSS policies.
  • Administers online purchasing systems.
  • Routinely analyzes market and delivery systems to assess the present and future material availability.
  • Prepares reports regarding market conditions, merchandise costs, and product availability.
  • Reviews and audits invoices for all DPD worksites to ensure accuracy of designation to appropriate cost centers.
  • Oversees fleet management of all vehicles in the CSS fleet including replacement of vehicles as needed and coordination of all annual vehicle registrations.
    • For the DPD vehicles, this also includes coordination with Facilities Management on maintenance and repair of all DPD vehicles.
  • Works with outside car rental agencies when the need arises to negotiate the best car rental agreements that will work for the needs of our operations.
  • Tracks and maintains all company issued cell phones including assigning the collection of those cell phones when staff members leaves one of the DPD agencies.
  • Responsible for records management for all files in onsite archive rooms and outside storage facilities such as DocuVault to make sure records are meeting storage compliance needs.
  • Helps coordinate outsourced cleaning service needs for all DPD worksites.
  • Serves as a liaison between facilities and various outside contractors as needed.

Other Job Functions

  • Provides direct supervision of the Office Manager, conducts timely evaluations, identifies and outlines goals, and provides ongoing coaching and training.
  • Maintains and promotes a safe, clean, and positive work atmosphere in accordance with our Mission and Core Values, by behaving and communicating in a professional manner at all times in the presence of clients, co-workers, supervisors, and external stakeholders.
  • Learns and follows all policies and procedures of the organization.
  • Performs all other duties as assigned by the Assistant Controller and/or designee.

  • Bachelor’s degree or equivalent experience is required.
  • Five (5) years of project management experience is required.
  • Familiarity with residential service operations and programs is preferred.
  • Must be detail oriented, have good problem solving skills, organizational skills, and must have exceptional interpersonal and communication skills.
  • Strong work ethic and the ability to think and plan strategically and creatively.
  • Ability and willingness to travel to various DPD work sites.
  • Must successfully pass and maintain acceptable background checks – FBI, PA Child Abuse, and PA State Police Criminal History.
  • A valid US Driver’s License is required. Attaining approved driver status for the organization is required.

Supervisory Responsibilities:

This position directly supervises the Office Manager.

Reasoning Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form; ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills:

Working knowledge of computers and be willing to learn the software programs used by the State and other governing agencies (e.g. HCSIS, Enterprise Incident Management System) and other internal systems. Must be proficient in Windows Operating Systems and Microsoft Office applications (e.g. Outlook, Word, Excel, PowerPoint, etc.)

Work Environment:

While performing the duties of this job, the employee will be required to work in a variety of settings and environments and has a low exposure risk to adverse weather conditions.

The noise level in the work environment is usually moderate.

In the event that unanticipated aggressive behavior manifests from individuals served and de-escalation techniques fail, physical crisis intervention may be required.

Must be available to work flexible hours and is expected to come in at various times depending upon work-load and business needs.

Physical Demands:

The employee must regularly lift and /or move up to 10 pounds, occasionally lift and/or move up to 30 pounds and rarely lift and/or move more than 50 pounds with assistance.

Specific vision abilities required by this job include Close vision, Distance vision, Peripheral vision, Depth perception and Ability to adjust focus.

While performing the duties of this job, the employee is occasionally required to stand for long periods of time; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is frequently required to walk and sit.

Hazards:

While performing the duties of this job, the employee may face low exposure risks to blood borne pathogens, with a low exposure risk to hazardous materials.

Experience
