Erosion and Sediment Control/Stormwater Management Inspector
Job Summary:
The position of Erosion and Sediment Control/Stormwater Management Inspector performs inspections during construction of development projects to ensure compliance with County and other regulated codes; performs post-construction inspections of storm water management facilities for compliance with County and other related codes; enforces County and other related codes as applied to erosion and sediment control measures and storm water management facilities; does related work as assigned.
Key Responsibilities/Essential Functions:

- Performs inspections during construction of development projects to ensure compliance with County and other regulated codes
- Performs post-construction inspections of erosion and sediment control facilities and storm water management facilities for compliance with County and other related codes
- Responsible for enforcing County and other related codes as applied to erosion and sediment control facilities and storm water management facilities
- Provides contractors and the general public with technical information relating to erosion and sediment control and storm water management projects
- Inspects work in progress and upon completion for compliance with County and other codes
- Interfaces with the development community and general public in resolving concerns and drainage or erosion complaints and issues violation notices and ensures corrective actions as required
- Keeps records and makes reports of inspections for E&S and VSMP
- Inspects new construction sites for practicability of plans
- Responds to public complaints or concerns regarding erosion and sediment control matters and conducts investigations to take appropriate enforcement action
- Responsible for documenting and maintain records and reports of inspections
- Works closely with Erosion Sediment Control – Stormwater Management Combined Administrator
- Performs other related duties as assigned
Job Requirements:
- Minimum of 2-5 years of experience in stormwater management, erosion and sediment control, or related environmental inspection work
- Certification as a Dual ESC/SWM Inspector through the Virginia Department of Environmental Quality, or the ability to obtain the “Certification” within 18 months of employment
- Thorough knowledge of the equipment, methods, and procedures involving the construction, maintenance and repair of erosion and sediment and stormwater management facilities
- Knowledge of the County’s Erosion and Sediment Control Ordinance, Stormwater Management Ordinance, and other related codes
- Ability to read and interpret maps, plans, specifications, and blueprints accurately to compare them with construction in progress
- Must be able to conduct field investigations involving citizen complaints concerning VESCP & VSMP violations
- Must possess excellent communication skills to interact with the general public, state and federal governmental agencies, developers, and contractors
- Must possess the ability to keep and maintain detailed records and prepare reports
- Must possess a valid VA driver’s license and maintain a good driving record
Physical Demands/Special Work Environment:
- Frequently operates a computer and other office equipment – These tasks involve movement such as picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling substantial movements (motions) of the wrists, hands, and/or fingers
- Exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body
- Required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading
- Worker must be able to remain at workstation in a stationary position for up to 50% of the time
- The person in this position needs to occasionally move about inside the office to attend meetings; access files, office machines; to interact with County employees
- The person in this position frequently communicates and exchanges information with design professionals, owners, developers, consultants, co-workers, officials and members of the general public, contractors, and other governmental agencies to support, promote, and achieve County goals and objectives
- The person in this position frequently communicates and exchanges information with – must be able to exchange accurate information in these situations
- The person is this position frequently moves or traverses uneven terrain, active construction sites, small spaces and wet, snow- or ice-covered surfaces
- Occasionally ascends/descends, works atop and traverses ladders and stormwater structures?
- Frequently positions themselves low to ground or at ground level to perform inspections and observe work being performed
- Must be able to observe, detect and/or identify movement of vehicles, equipment, machines, and people
- Frequently moves equipment weighing up to 10 pounds across all types of terrain and obstacles
- Constantly works in outside environmental conditions, extreme cold, extreme heat, hazards, and atmospheric conditions
