What are the responsibilities and job description for the Department Systems Analyst position at The County of El Dorado?
The El Dorado County Elections Department is responsible for conducting all federal, state, county, city, school, and special district elections. The Elections Department is also responsible for processing initiative, referenda, recall, and candidate nomination petitions, precinct and district boundary maintenance, and locating polling places that are accessible to all voters.
Under general supervision, performs a variety of professional, technical, and analytical duties in the operation of large complex, stand-alone department specific computer system(s); analyses department systems including applications, operating systems, hardware, networking with outside systems/agencies, and system programming requirements; develops and maintains department applications and systems; may provide lead direction to assigned department staff.
- Plan, determine requirements, implement, test, maintain, enhance, and participate in the design of a complex, stand-alone department specific computer system.
- Coordinate system enhancements and resolution of network problems with Information Services when systems/networks shared by the department and Information services are affected.
- Work with vendors and department staff to resolve stand-alone system and network problems; coordinate and implement corrective measures.
- Model changes against hardware and software configurations to optimize the utilization of resources.
- Determine needs and develop plans and proposals to meet the needs of department staff.
- Research to determine feasibility, advise and recommend appropriate uses of information technology.
- Install third party software; modify software as necessary to meet specific requirements; install vendor supplied maintenance and enhancements.
- Determine proper installation parameters for software/hardware for smooth integration, transition and efficiency.
- Provide assistance and training for department staff as needed.
- Monitor and collect data on system performance.
- Plan, develop and implement backup and recovery procedures.
- Plan, coordinate and oversee project activities; identify deliverables and establish schedules and time lines; identify and allocate project resources.

The County of El Dorado is recruiting applicants for Department Systems Analyst. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
