Description

Under the general direction of the Director, Finance Agency, the Controller-Treasurer is responsible to originate, coordinate, and execute the financial accounting reports, policies and procedures of the County. The Controller-Treasurer plans and directs the Controller-Treasurer Department staff and systems in performing countywide financial operations relating to general accounting, audits, preparation of financial and accounting reports and functions, managing the County’s investment and debt portfolios, coordination of County reimbursements, budgetary control and oversight; and to perform responsible fiscal administrative work. This position may act for the Director, Finance Agency in their absence.

Typical Tasks

  • Establishes department goals, policies and performance standards;
  • Conducts periodic evaluations of staff members' performance, and counsels staff members regarding their performance and career development consistent with the Agency/Departmental mission and expectations;
  • Supervises the selection and training of professional and clerical personnel;
  • Plans, directs, reviews, and supervises subordinate managers in a variety of financial activities including accounting division, property tax allocation and apportionment, disbursements, payroll services, budget, asset inventory control, and the treasury function;
  • Oversees the cashflow requirements for the investment program of liquid assets, and the development of cashflow projections for County Administration;
  • Oversees the disbursements and investment of all monies and securities including various tax revenues and funds from other governmental agencies;
  • Monitors County auditing, budgeting, and other fiscal-related policies to ensure compliance with federal, state, and local legislation;
  • Reviews existing, and proposed legislation affecting Controller-Treasurer functions and develops recommendations;
  • Reviews, analyzes, recommends, and directs the implementation of, and improvements to, the accounting, auditing disbursement, and budgeting systems of the County; and establishes or directs the establishment of system controls for these systems;
  • Develops requests for proposals for the annual audits for the County, reviews the proposals for scope of audit work, and costs; recommends action or selection; responds to auditor findings and recommends corrective action; represents the County in entrance and exit audit conferences with federal, state and outside auditors;
  • Directs the preparation of revenue and expenditure summaries and budget documents for the Controller-Treasurer Department;
  • Ensures the accuracy and timeliness of financial reporting;
  • Oversees the changes in accounting standards and tax laws to be in compliance;
  • Directs the preparation of the Annual Comprehensive Financial Report for the County;
  • Responsible for the preparation and monitoring of the budget for the Controller-Treasurer Department;
  • Estimates and computes revenues and fund balances for the County;
  • Controls code area changes and prepares assessed valuations for property tax-raising agencies;
  • Consults with and advises other County staff and the public regarding Countywide accounting policy issues and participates in the development of related standards and programs that support their implementation and oversight;
  • Represents the Director, Finance Agency on countywide task force committees regarding countywide accounting and auditing issues and committees of the State Association of California Counties Auditor-Controllers:
  • Serve as Finance/Administration section chief of the County’s Emergency Operations Center when activated;
  • Lead countywide change efforts with financial and accounting impacts,
  • May be assigned as a Disaster Service Worker; and
  • Performs related work as required.

Employment Standards

Sufficient education, training, and work experience to demonstrate the ability to perform the above tasks and the attainment of the knowledge and abilities listed below.

The necessary knowledge and abilities would normally be acquired through training and experience equivalent to graduation from an accredited college or university with major work in accounting or a related field and four years of responsible experience in the administration of a complex financial, accounting, or auditing unit. CPA certificate is highly desirable.

SPECIAL REQUIREMENTS:


  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
Knowledge of:
  • Laws and regulations concerning the handling and care of public funds;
  • Principles and practices of organization, administration, and budgeting;
  • Principles and practices of accounting, auditing and public finance;
  • Methods used in governmental budgeting;
  • Principles and application of data processing systems; and
  • Principles and practices of personnel management and supervision, performance evaluation, training, and labor relations.
Ability to:
  • Effectively plan, organize, staff, coordinate, direct, and manage a variety of financial activities;
  • Analyze complex financial and accounting records and reports;
  • Prepare detailed financial reports;
  • Oversee County-wide accounting systems and operations; and
  • Effectively represent the County and Finance Agency and establish and maintain effective working relationships with staff, other County departments and agencies, and other governmental entities;
  • Manage and lead people, team build, and organize, supervise, and motivate staff;
  • Identify, investigate, and analyze problems and formulate and implement constructive solutions; and
  • Effectively communicate ideas in oral and written form.
