CCFCC is a culturally and linguistically competent multi-service nonprofit organization dedicated to providing services to those affected by domestic and sexual violence, elder abuse, economic deprivation, and homelessness regardless of gender identity or sexual orientation. POSITION: Bilingual Program Advocate/Receptionist

HOURLY WAGE: $16.50 - $18.00

REPORTS TO: Counseling Services Lead

FLSA CLASSIFICATION: Hourly, Non-Exempt

LOCATION: Porterville, CA

DEPARTMENT: Counseling Center

Dress Code: Business Casual – No Jeans or t-shirts except on Friday

GENERAL DESCRIPTION OF POSITION

Program Advocate provides a variety of direct services and administrative tasks to coordinate and deliver support services to victims of Domestic Violence and Human Trafficking, and individuals that have been ordered or referred for services. A significant aspect of the work involves public contact with adult and child victims of violent crime, perpetrators of violent crimes, and coordination with law enforcement, partnering community groups/agencies, and the courts. The advocate is responsible for General office work: answering phones, typing forms, filing, copying, running errands, scheduling clients for various group classes, and individual counseling, receiving payments, and working with the unhoused.

WORK SCHEDULE:

  • 40 hours/week. Days and hours of work are primarily Monday through Friday, 8:00 am to 5:00 pm.
  • This position does require a flexible schedule based on client and agency needs. Must be willing to adjust work schedules for clients in crisis.

ESSENTIAL DUTIES/ RESPONSIBILITIES/KNOWLEDGE:

  • Assists victims of Domestic Violence (DV) and Human Trafficking (HT), by providing intake packets for obtaining protective orders. Makes appointments with the Legal Advocates.
  • Gives appropriate referrals to agencies that assist in obtaining child custody, child support, and other matters that the client intake form and assessment indicate. Provides follow-up and assistance as needed.
  • Provides referrals to internal and community organizations that provide support groups and counseling for victims and their families.
  • Answers agency phones and provides direct one-on-one crisis counseling to primary and secondary victims of Domestic Violence. Keep an accurate phone log.
  • Management of CCFCC Intervention/Prevention Programs which includes registration of clients, scheduling assessments, collecting, and monitoring fees, balancing program payments taken as requested by annual audit, collecting financial paperwork for fee waiver requests to be reviewed by your supervisor, keeping track of client’s attendance and send out corresponding reports to referring agencies on client progress, completion, and non-compliance.
  • Input client data into R/Client. Pull reports and data as needed and assist program staff in the preparation of monthly and quarterly statistical reports.
  • Update Program forms and intakes as needed. Notify the Supervisor of changes for review.
  • Attends mandatory agency meetings and site-specific meetings and required training.

QUALIFICATIONS:

To perform effectively in this position, the incumbent must have/be:

  • High School education or GED equivalent. Some vocational training and/or college coursework in human services, health, or social services is desirable.
  • Must possess, or be able to complete a state-approved 40-hr training leading to certification as a DV counselor/advocate.
  • Must possess, or be able to complete a state-approved 40-hour training leading to certification as an HT victim counselor/advocate.
  • Completion of 1-hour Sexual Harassment Prevention Training for non-supervisory staff, every 2 years.
  • Bilingual English/Spanish required. Ability to speak, English & Spanish.
  • Strong written and oral communication skills in both English and Spanish. Ability to plan and facilitate support groups and public speaking engagements.
  • Excellent organizational and multi-tasking abilities
  • Computer knowledge and skills required (Word, Excel, Outlook)
  • Must possess a valid CA driver’s license, proof of personal auto liability insurance & acceptance by our insurance carrier.
  • Must receive clearance from the Department of Justice Criminal and Federal Bureau of Investigation record Offender Information database.
  • Must be able to pass a pre-employment drug screen. Please refer to AB 2188 Section 2 12954 (e) This section does not preempt state or federal laws requiring applicants or employees to be tested for controlled substances, including laws and regulations requiring applicants or employees to be tested, or the manner in which they are tested, as a condition of employment, receiving federal funding or federal licensing-related benefits, or entering into a federal contract.
  • Ability to operate tools and equipment listed.
  • Have not been a resident of CCFCC Emergency Shelter or any other DV or HT shelter, not have been in a DV or HT relationship or recovering from sexual assault for at least two years.

COVID-19 Vaccination & Testing:

Please be aware that the Family Crisis Center requires all employees to be vaccinated for COVID-19 or complete weekly testing. This position will require the successful candidate to show proof of vaccination or set a routine testing plan with HR.

Motor vehicle, multi-line telephone, cell phone, personal computer, internet, email, copy and fax machines.

  • Must move up and down stairs in the facilities
