The HR Program Operations Manager is responsible for leading and directing core People Services Programs. Develops strong partnerships across the People Services and key stakeholder teams delivering high-value services. The Human Resources Program Operations Manager represents the agency through their delivery of services, development of programs and engagement that’s aligned with our cultural attributes, possesses depth of insight within the nonprofit sector and alignment of HR initiatives with key agency priorities.

Duties/Responsibilities
- Plan, direct and deliver HR programs; Performance Management, Employee Survey, Talent Management (not a complete summary).
- Draft and revise job descriptions in partnership with Recruiting.
- Maintains HR Rhythm of the Business Calendar, ensures team is aware of upcoming deliverables, commitments and timelines.
- Assist in developing HR programs and may provide facilitation support.
- Research, analyze data, and prepare reports for agency leadership; Weekly Recruiting Report, People and Organization Scorecard, Key Metric Reporting as requested on approved cadence as agreed to with leadership.
- May provide HRIS support for recruitment workflows, payroll and core functionality.
- Supports CHRO and HRD with program goals and updates to executive and people managers.
- Maintains current knowledge of state, federal and grant legislation & requirements with the ability to translate impact for agency practices and policies.
- Develop, review and revise program policies and procedures annually.
- Program owner for New Employee Onboarding Experience.
- Provide front line guidance to employees and managers regarding programs, required expectations and deliverables.
- Ensures Ask People Services Que is maintained, and current SLAs are met. Will also respond to assigned inquiries.
- Represent agency at external events (job events) as needed.
- Perform other related duties as assigned. This will include one-time project-based work related to our transformation agenda (digital transformation, program revamp: NEO and Onboarding, JD refresh, etc)
- Strong presenter with experience delivering training across a variety of delivery methods (classroom, self-paced, web-based and performance-support job aids) and learning strategies.
- Strong relationship-building, consultative and influencing skills; and exceptional interpersonal skills to interact and communicate with diplomacy and tact with all levels and backgrounds of staff.
- Excellent judgment and discretion, adaptability, problem-solving skills.
- Ability to work independently and with a team with a strong initiative to manage high volume workflow.

- Fluency in English, written and oral. Second language preferred.
- Knowledgeable on current employment legislation and impact to agency practices and policies.
- Proficiency in MS Office suite.
- Required: High school diploma or equivalent and minimum 3 years of project management experience within Human Resources.
- Preferred: Bachelor's degree in human resources or a related field and 5 years HR Generalist experience, with demonstrated success in training and development, performance management, or any combination of education, training, and experience that demonstrates the ability to perform the duties of the position.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
