The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Health Department, FPHNYC incubates innovative public health initiatives implemented by the Health Department to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
PROGRAM OVERVIEW
The Enhancing Quality in Childcare through Developmental Screening (EQCCDS) goal is to increase developmental screenings in non-DOE childcare programs located in 23 zip codes in Brooklyn and Queens neighborhoods that have low rates of referral to the Early Intervention Program. Specifically, this project aims to:
1) Integrate developmental screenings into childcare program’s procedures and services, and thereby, raising the quality of the programs.
2) Identify children with potential disabilities or developmental delays and help their families access the early intervention program so that their child can get evaluated, and if found eligible, receive services.
3)Increase and promote racial equity in identification of delays and receipt of developmental services among children ages birth to five years in NYC.
POSITION OVERVIEW
Reporting to the BEI Quality Child Care (QCC) Director, the EI-Early Childhood Education Specialist (EI-ECES) is responsible for conducting professional development trainings, coaching and technical assistance to childcare programs for the integration of developmental screenings into their practice. This person will train on topics such as the importance of developmental screenings, Ages and Stages Questionnaire 3, how to use a trauma informed approach in conversations with parents about developmental screening results and referrals to the early intervention program, inclusion services and best classroom practice. This individual will collaborate and work closely with childcare programs to provide support and guidance throughout the integration process by coaching and providing technical assistance on matters in early childhood, developmental screenings, early intervention, and inclusive practices on site, in real time. This individual works with the EQCCDS Project Manager in support of the data collection process for tracking, monitoring and documenting referrals and referral outcomes as well as project findings.

RESPONSIBILITIES
- Represent early intervention as a liaison to childcare centers and their staff for the successful integration of developmental screenings into their procedures and practices.
- Provide in-person and virtual trainings to childcare programs.
- Provide support via coaching and technical assistance to childcare programs on topics related to early childhood, developmental screenings, early intervention, referrals, and inclusive practice.
- Effectively manage a caseload and correlated files.
- Establish and maintain positive relationships with childcare programs and their staff.
- Review, organize, collect, and document data and findings from childcare programs.
- Transport and carry EI and other related materials to childcare programs.
- Travel to and from multiple childcare centers.
- Collaborate and effectively communicate with appropriate staff in the NYC Health Department, FPHNYC, and participating childcare programs.
- Experience working with early childhood programs, early care settings, childcare and or children birth to age 5 and preforming developmental screenings preferred.
- Bachelor’s degree with experience in Early Childhood Education, Special Education, Education, Social Work, Social Services, Human Services, or related field highly desirable; or a Master’s degree with experience in these areas acceptable.
- Dedication and passion for promoting health equity, social justice and the healthy development of young children.
- Understanding the importance of developmental screenings for children’s optimal health and development with experience using developmental screening tools.
- Strong presentation and training abilities with technology skill set.
- Strong relationship builder with excellent interpersonal and communication skills.
- Ability to work independently, be flexible, and simultaneously manage and maintain multiple relationships.
- Ability to travel in NYC and carry equipment at least up to 15 pounds.
- Experience with collecting, understanding, and organizing data.
- Ability to provide excellent customer service and problem-solving skills.
- Experience managing volunteer partners.
