Position Summary
The Happier Life Project (THLP) is seeking a highly skilled and detail-oriented Evaluator / Data Specialist III to lead our program evaluation efforts and oversee data management, analysis, and reporting. This senior-level role is essential in ensuring that our programs are data-informed and aligned with our mission to support underserved communities.
The Evaluator will be responsible for designing and implementing evaluation frameworks, analyzing program outcomes, and producing meaningful reports and visualizations that guide strategy and continuous improvement. In addition to leading evaluation efforts, this position will also mentor an intern and provide technical support across teams to build internal capacity for data use and evaluation.

Key Responsibilities Program Evaluation & Learning- Design and implement comprehensive evaluation plans for THLP programs.
- Develop logic models and theory of change frameworks to assess impact.
- Analyze program outcomes using qualitative and quantitative methods.
- Translate data findings into actionable recommendations to enhance program design, effectiveness, and sustainability.
- Build and maintain robust data systems that support consistent, accurate data collection.
- Ensure high data quality through processes such as cleaning, validation, and error-checking.
- Safeguard all data in compliance with privacy laws, including HIPAA.
- Create dashboards, infographics, and written reports to communicate outcomes to staff, funders, and stakeholders.
- Prepare data and insights for grant applications and funder reports.
- Present evaluation findings in a clear, accessible way for non-technical audiences.
- Supervise and mentor an intern supporting data and evaluation tasks.
- Build staff knowledge through internal trainings on data literacy and evaluation practices.
- Create guides and tools to ensure standardized practices across programs.
- Work closely with program teams to understand their data needs and support continuous learning.
- Participate in cross-functional teams to integrate evaluation insights into organizational strategy.
- Represent THLP at meetings, conferences, and collaborative learning spaces related to evaluation and impact measurement.
- Bachelor's degree in evaluation, data science, public health, psychology, or a related field; Master's degree preferred.
- At least five years of experience in evaluation, data analysis, or nonprofit performance measurement.
- Strong skills in software such as Excel, SPSS, R, or SAS and data visualization platforms like Tableau or Power BI.
- Experience managing and mentoring interns or junior staff.
- Excellent communication skills with the ability to present data to a variety of audiences.
- Demonstrated cultural competence and experience working with diverse, underserved communities.
- Knowledge of behavioral health, substance use recovery, or justice-involved populations is highly preferred.
- Bilingual in English and Spanish is a plus.
- Experience with electronic health records (EHRs).
- Familiarity with community-based participatory research (CBPR).
- Grant writing and reporting experience.

- Establish systems to track evaluation metrics.
- Begin relationship-building with program teams and intern.
- Draft a calendar for evaluation reporting and deadlines.

- Implement initial data reporting templates and tools.
- Begin intern onboarding and training.
- Launch first round of program outcome analysis.

- Maintain consistent and accurate evaluation reporting.
- Adjust data tools and strategies based on feedback.
- Continue coaching and professional development for staff and intern.
- Assist with the data collection and reporting for grant applications and funder reports.
- Provide data to support the organization’s claims of program effectiveness, ensuring that all reporting requirements are met accurately and on time.
