HJF is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative.  This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderate to highly complex scope of work.

 

This position will be in support of the Center for Health Services Research (CHSR), new study regarding the onshoring of the Department of Defense pharmaceutical manufacturing & supply chain across several lines of effort. 

 

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Serve as main point of contact and liaison between internal and external stakeholders (i.e., Principal Investigators, Program Sponsors, organizational leadership, and project management teams). 
  • Establish and maintain effective working relationships on matters of mutual interest.
  • Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results.
  • Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise, and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.
  • Contribute scientifically to program aims, including generation of manuscripts, abstracts, presentations, and other knowledge products.

Qualifications

 Education and Experience

  • Bachelor's degree required, Master’s degree preferred.  Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years’ experience required.

 Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Required Knowledge, Skills, and Abilities

  • In-depth knowledge of federal budget processes and fundamental principles of project management
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experience in Health Services Research
  • Ability to obtain and maintain a T1/Public Trust background check.

 Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Work Environment

  • This position will take place primarily in an office setting.

 Some HJF employees are required to be fully vaccinated against COVID-19. Proof of vaccination or an approved religious or medical accommodation will be required.
