What are the responsibilities and job description for the PROGRAM MGR - RESIDENTIAL TREATMENT FACILITY position at The House of The Good Shepherd?
M-F day hours, with one late day
Basic Function/Overall Responsibilities: Manages the day-to-day residential program operations and supervises the Program Supervisors. The Program Manager will assure fidelity, safety, and maintain a continuous focus on providing an effective and quality program.
Principal Assigned Responsibilities:
1. Ensure the quality of the life space is in accordance with agency policy and procedures and regulatory and accrediting bodies.
2. Ensure the implementation and compliance of agency policies and procedures is accurate to fidelity of expectations of the program.
3. Manage and participate in the 24-hour on-call procedures for handling client, program and staffing issues.
4. Review and approve all new program hires in collaboration with Human Resources and the Program Supervisors.
5. Conduct ongoing assessment of staff training needs for program staff and participates
in agency-wide training programs as requested.
6. Lead Program Supervisors meetings and ensure agendas are prioritized based upon program needs.
7. Coordinate incident management interviews between programs, QI and outside entities such as the Justice Center, OCFS and OMH.
8. Provide expertise and direction to Program Supervisors to ensure program staff are in compliance with client treatment plans.
9. Conduct regular and consistent observations of staff interactions with children and evaluating the effeciency of the program as needed.
10. Participate in agency-wide committees, such as Behavior Support and Incident Management, as well as Management Team meetings as required.
11. Actively participate in program and agency-wide quality assessment and improvement activities in accordance with the agency's ongoing Quality Improvement Program.
12. Complete administrative documentation as required by the position, i.e. Administrative Reviews on Incident and Restraint Reports.
13. Provide Incident and Restraint deconstruction coaching to Program Supervisors and program staff.
14. Collaborate with Assistant Directors, Clinical Managers and other Program Managers to advance the agency mission and values as well as ensure fidelity to program design and structure.
15. Ensure the physical plant of the program is in excellent condition and interface with oversight agencies when site inspections and / or case reviews are required in collaboration with other members of the management team and/or Administrative Team.
16. Other duties and tasks assigned by the Assistant Director or a member of the Executive
Education and Experience Requirements:
1. Bachelors degree in closely related field of study with a minimum of 4 years relevant experience, 3 of which are supervisory in nature.
2. Associates degree in human services or related field with a minimum of 6 years relevant experience 3 years supervisory.
3. High School Diploma required, a minimum of 6 years direct care experience in a residential setting or other related human services or therapeutic setting, 3 of which are in a supervisory position.
Required Knowledge, Skills, Abilities and Competencies:

2. Demonstrated knowledge of behavior treatment and social skills' development of youth in residential settings.
3. Demonstrated knowledge of the critical variables necessary to create safe and successful. therapeutic environments including but not limited to trauma informed care and the Sanctuary Institute.
4. Familiarity with OCFS or OMH program requirements and JCAHO standards relevant to residential care.
5. Understanding of basic needs and developmental issues of children in a way that promotes growth and respects individuality.
6. Asks age and developmentally appropriate questions and actively listens to childrens responses.
7. Develops a warm, positive, nurturing relationship with each child.
8. Follows mandated reporting requirements regarding child abuse and neglect.
9. Practices infection control, including appropriate hand washing procedures.
10. Supports Staff in applying knowledge of child development and learning.
11. Strong supervisory and management skills.
12. Strong written and verbal communication skills.
13. Ability to form effective relationships with youth in care and their families.
14. Ability to engage in collaborative working relationships with agency staff, professionals from other agencies and regulatory bodies.
15. Valid New York State drivers license.
