General Statement of Job

Under general supervision, inspects and certifies living conditions of residents or landlords of assisted housing units; performs public relations between Housing Authority, tenants and landlords to resolve complaints or concerns as they arise; and performs related duties as assigned.

Essential Duties:

Schedule and conduct inspection of assigned units to maintain housing quality standards.

Conduct rent reasonableness reviews for all initial move-ins and rent increase requests in compliance with both HUD guidelines and the agency’s Administrative Plan.

Inspect new units added to program upon initial move-in, annually for re-certification of the unit for continued occupancy, when the unit is vacated or when complaints of program violation have been made by either clients or landlords.

Make periodic unit inspections to ascertain housekeeping, resident damage, unauthorized person(s) occupying unit, etc.

Prepare and issue inspection reports to all landlords and maintain close contact with landlords.

Complete required forms and maintain accurate records of inspections.

Follow-up on units that are non-compliant and need repairs prior to the monthly balancing of landlord HAP to ensure such units are abated and payments are not made.

Education, Experience, and Licenses

An AA degree in Business Administration, Human Services or a related field and at least two (2) prior experience in a human or social services environment is required or an equivalent combination of education and experience.

Certification as an H.Q.S. Inspector will be required at time of being hired or within one (1) year of being hired.

Rent Reasonableness and Interpersonal Skills Training is preferred.

Possession of a valid Florida driver’s license.

Knowledge, Skills, and Abilities

  • Knowledge of housing quality standards under the HUD Section 8 program.
  • Knowledge of community social service programs and services.
  • Knowledge of principles of business English, grammar and punctuation.
  • Ability to deal with crisis situations that require the incumbent to make major decisions involving people, resources, and property.
  • Skill in record keeping, recording and retrieving general information.
  • Skill in dealing effectively with the general public, exhibiting excellence in customer service skills.
  • Ability to operate basic office equipment such as calculator, computer and telephones.
  • Ability to use or repair medium equipment and machinery, such as vehicles or commercial mowers.
  • Ability to establish and maintaining effective working relationships with those contacted in the course of work including tenants and landlords.
  • Ability to communicate effectively with others both orally and in writing.

Physical Demands and Work Environment: Work involves sedentary to light work inside and outside assisted housing units. Work may be performed in hazardous or troubled areas. There is frequent need to drive, walk, kneel, sit, see, talk or hear, use the hands and occasionally lift light objects (up to 10 pounds) and perform other similar actions during the course of the workday. Must possess the ability to see (color, depth and texture perception), hear, smell and speak at an above average level.
