JOB DESCRIPTION
Job Title: Capital Fund Coordinator
Department: Capital Funds
Reports to: Executive Director (or designee)
Job Summary
This is administrative planning and policy making work coordinating the daily operations of the Capital Fund Grant Program, modernization activities and development for the Authority, which include planning, organizing, directing, comptrolling, and evaluating said program services as it affects the HHA affordable housing’s broad mission.
Work is performed with supervision from an administrative superior. Assignments are complex in nature and are carried out in accordance with applicable federal, state, and local requirements and HHA policy guidelines.
§ Supervises the daily operations of the Capital Fund Grant, modernization activities, and development to insure that goals and objectives are met in a timely manner.
§ Supervises the work of support staff, including skilled and semi-skilled construction personnel engaged in work being conducted for the above-referenced programs.
§ Recommends improvements to insure that decent, safe, and sanitary housing is provided for all residents.
§ Monitors the work being completed at job sites to insure the quality of work performed.
§ Coordinates bidding process for the completion of project activities; develops specifications, prepares formal advertisements, coordinates pre-bid conferences, and all other related functions.
§ Maintains statistical information related to said programs and adheres to its budget limitations regarding all activities to insure that costs do not exceed same.
§ Develops goals and objectives to achieve long-range plans regarding modernization and development programs.
§ Works directly with federal, state, and local officials regarding the activities of the modernization and development programs within the confines of federal, state or local requirements.
§ Investigates serious and controversial problems; interacts with architects, engineers, federal, state and local officials regarding the activities of said programs.
§ Assists with the preparation of plans and drawings related to the completion of work items.
§ Inspects all contracted and force labor renovations during job progression and at the completion of work performed; provides summaries and related reports.
§ Supervises the preparation of request for payments, ledgers, and contract documents.
§ Insures that all requirements related to 504 Compliance regulations are met.
§ Assists in the recruitment and training of staff for the department.
§ Provides assessment of staff development and training needs as required.
§Serves as a liaison between the Authority and Resident Council groups and other residents regarding the activities of programs.
§ Works cooperatively with supervisors of other Authority departments and other agencies to insure that cohesiveness results for the benefit of all as modernization and development activities are performed.
§ Performs related work as directed.
§ Thorough knowledge of the principles and practices of building renovations and repair work.
§ Thorough knowledge of federal, state, and local statutes and requirements governing Public Housing renovation.
§ Knowledge of the methods, techniques, materials, and tools commonly used in building and mechanical trades.
§ Knowledge of the principles and practices of planning, assigning, and reviewing the work of building and mechanical trade support staff.
§ Skills in making material, staff, and time estimates.
§ Ability to understand and implement oral and written instructions.
§ Ability to maintain departmental records and activities conducted.
§ Ability to analyze and revise project budgets as required.
§ Ability to supervise the activities and functions of a modernization department program.
§ Ability to present information, plans, specifications, and budget reports both orally and in writing.
§ Ability to work cooperatively with associates, residents, contractors, federal and state officials, and community representatives.
§ Education equivalent to the completion of a bachelor’s degree in the business management field.
§ Three (3) years of experience in one or more of the building or mechanical trades as a journeyman, one year of which shall have been at the foreman level.
§ Or, any equivalent combination of acceptable education and experience which has provided the knowledge, skills, and abilities cited above.
§ Eligibility for a West Virginia motor vehicle operator’s license and possession of such licensure prior to appointment and during tenure of employment as the Capital Fund Coordinator, if required by assignment.
§ Provides supervision of the Forced Labor personnel, Contract Staff, and Clerks. Will monitor and/or supervise as necessary.
