Deputy Director of Infrastructure, Civil Engineering

Job Summary

The Deputy Director of Infrastructure, Civil Engineering is responsible for establishing new and interpreting existing department policies and procedures, creating / revising civil / track infrastructure standards and quality management. They will oversee coordination with other departments and outside agencies as needed in order to create a multi-year maintenance of way infrastructure program to establish the MBTA's needs for all MBTA civil assets. They will also provide highly complex engineering support to the Engineering and Capital Delivery Office, and Engineering and Maintenance Departments.

Duties & Responsibilities

  • Supervise engineers within the Engineer's Office.
  • Liaise with all departments within Engineering & Maintenance such as; Transit Facilities Maintenance, Power Division, Signal Division and Maintenance of Way to assist with :

Coordinating asset end-of-life with capital renewals

  • Developing scopes of work and preliminary engineering for transition to the Capital Delivery, Design and Construction Department
  • Developing civil / track rail standards system-wide to ensure consistency across all disciplines within the MBTA
  • Performing engineering and design review of work performed by consultants, contractors, and MBTA engineering staff
  • Quality Management functions including : conducting site inspections of systems and materials to verify quality
  • Responsible for communicating project priorities to develop future capital project scopes of work.
  • Evaluates and recommends improvements to testing procedures, safety standards and quality management standards related to civil and track infrastructure policies.
  • Develop civil and track system standards and engineering designs at various levels of completion ranging from preliminary or conceptual to final, specifications and standards for modifications to MBTA infrastructure.
  • Utilize established methods and procedures to ensure infrastructure designs are in conformance with MBTA requirements and standards.
  • Manage the development and implementation of the department's Capital Improvement Program (CIP), setting goals, policies and priorities.
  • Review and evaluate work methods and procedures.
  • Identify opportunities for improvements and directs and implements change.
  • Explains, justifies and defends department programs, policies and procedures.
  • Develop budgets and reports for proposed projects, evaluating various impacts of proposed projects to determine feasibility, providing recommendations to executive management and participating on technical committees and panels.
  • Supports operational, facilities, real estate and planning functions by examining and identifying deficiencies within existing civil and track infrastructure systems, preparing recommendations for improvements, providing technical advice and guidance, reviewing development projects that may impact existing rail systems and facilities and participating in internal audits as needed.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and / or events as needed; respond to each inquiry in a courteous and professional manner consistent with the Authority's customer service quality standard.
  • Perform all other duties and projects that may be assigned.
  • Minimum Requirements & Qualifications

  • A Bachelor's Degree in civil or structural engineering, or a related field from an accredited college.
  • A Massachusetts Professional Engineering (PE) license (or the ability to become registered in Massachusetts within 6 months).
  • Five (5) years of experience performing professional civil / structural engineering work in design, estimating, construction and contract administration.
  • Two (2) years experience managing a staff of engineers.
  • Two (2) years of experience working on large Capital projects.
  • A combination of experience with transit tunnel and / or track engineering and associated systems.
  • Working knowledge of CAD, Word, Excel, mainframe or database applications.
  • Proficient with the use of MS Office, PowerPoint and Graphic applications
  • Effectively communicate with customers, employees, vendors, contractors, designers, public legislators, and state and federal agencies.
  • Have excellent customer service, conflict resolution, negotiation, and communication (speaking, and writing) skills.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills
  • Possession of a valid driver's license without infractions in accordance with MBTA policy.
  • Have the ability to supervise and work effectively with a diverse workforce.
  • Substitutions Include

  • A Master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide / professional certification in a related field substitutes for one year of experience.
  • Preferred Experience and Skills

  • A Master's Degree in civil, structural, mechanical engineering or business administration or a related field from an accredited college.
  • Experience with transit system construction.
  • Familiarity with rail system operations and maintenance procedures.

  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if recent graduate), including overall employment, job performance, discipline, and safety records (infractions and / or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
