Job Summary:
The Training and Exercise Manager’s primary function is to support and contribute to management, monitoring, and support to ACC intelligence training and exercise programs. Use knowledge of and experience with Air Force intelligence operations to support training requirements development, academic materials development, course maintenance, and other training related activities (e.g., Intelligence Initial Qualification Courses (IIQC), Intelligence Formal Training Units (IFTU), formal training courses, emerging training requirements, etc.). ACC/A23 is responsible for over 60 formal courses. Support ACC/A2 associated unit training programs, as required, to advise and assist with unit readiness (support provided to all subordinate NAFs, Wings, specialized programs, etc.). Provide experienced, qualified exercise planning and technical support to the USAF exercise, training, test, and readiness events (e.g., resolute hunter, blue flag, red flag, theater exercises, lead Wing exercises, LVC efforts, etc.). ACC/A23 maintains oversight of more than 20 exercise events a year.
Essential Functions:
- Provide intelligence training and exercise support to each of the areas for which ACC is lead Command and directly to ACC units in developing, delivering, and conducting training intelligence personnel supporting/conducting unit operations.
- Assist the Government with all phases of the Instructional System Design (ISD) process supporting ACC intelligence formal courses, including the analysis and development of training requirements, design, and development of course control documents, coordination of requirements across the intelligence community, implementation of training programs and assessment of effectiveness of established training.
- Assist the Government in conducting Intelligence Realistic Training Review Boards (IRTRB) and Formal Course Reviews (FCR) for ACC supported weapon systems.
- Review, update, and manage IIQC course requirements and occasionally, academic material, to ensure adherence with program objectives.
- Assist in facilitating requirements development for emerging mission areas/training needs within ACC. Tasks include Plan of Action and Milestones (POAM) development and execution, including developing and delivering actual qualification training.
- Assist in designing, developing, producing, and delivering training products, materials, course control documents. When delivery of courseware occurs, the Contractor shall process student attendance, graduation, and feedback materials.
- Working with Government lead, aid in developing, maintaining, and facilitating at least four scheduled classroom courses/distance learning for in-garrison, pre-deployment, employment, and redeployment of intelligence personnel.
- Assist the Government in reviewing and advising on ACC intelligence units’ training and exercise programs to ensure compliance with MAJCOM standards.
- Ensure unit training objectives conform to ACC exercise training objectives, tied to A2 mission essential tasking list, and training to proper standards.
- Support ACC/A23 in conducting Staff Assistance Visits (SAV).
- Use knowledge of and experience with exercise planning to provide technical support, assistance, and advice on ACC intelligence exercise matters at the Service, Joint, and IC levels and shall assist, support, and contribute to improving MAJCOM organizational support structure and program management functions.
- Participate in Joint C4ISR experimentation planning, operational exercises, system development, integration activities into exercises, and identifying training gaps.
- Identify, evaluate, and integrate applicable DoD, Service, and IC doctrine and TTPs into ACC’s exercise development and training as promulgated by multiple levels of Command.
- Provide MAJCOM-level representation during drafting, reviewing, editing, and staffing of intelligence policy and guidance documents related to training and exercise programs.
- Participate in, monitor, plan, and administer meetings, working groups, and other training and exercise planning forums to assist A2 in advocating, planning, and implementing MAJCOM, CAF, policy, doctrine, and TTPs.
