CYBER/INTELLIGIENCE PLANNER SUBJECT MATTER EXPERT

JOB DESCRIPTION:

The Cyber/Intel Planner SME plays a critical role in supporting Department of the Air Force (DAF) strategic planning by integrating cyber intelligence and cyberspace operations into joint warfighting concepts. This position requires expertise in cyber warfare, intelligence analysis, and operational planning to assess strategic risks, develop mitigation strategies, and ensure the secure application of cyber capabilities in national defense initiatives. The SME will provide insights on cyber threats, vulnerabilities, and adversarial tactics, integrating them into operational and strategic decision-making processes. All products and deliverables are defined, maintained, and delivered within ISA's and the Government's delivery and storage requirements.

RESPONSIBILITIES:

  • Advise DAF Strategic Coordination Cell (SC2) and senior leadership on strategic cyber risks and intelligence integration into operational planning.

  • Identify and assess adversary cyber capabilities, vulnerabilities, and potential threats to DoD operations.

  • Develop methodologies to enhance cyber situational awareness and incorporate cyber intelligence into broader military operations.

  • Support the integration of cyberspace operations into Joint, Air, and Space component warfighting concepts.

  • Provide analytical support for cyber policy development and strategic planning initiatives.

  • Collaborate with interagency, Joint Staff, and Combatant Command counterparts to optimize cyber intelligence sharing and mission coordination.

  • Assist in modeling and simulation efforts for cyber warfare and cyber-enabled intelligence operations.

  • Contribute to capability development efforts that address evolving cyber threats and emerging technologies.

DUTIES:

  • Conduct cyber threat analysis to support strategic planning and risk assessments.

  • Develop and implement cyber intelligence strategies to enhance operational effectiveness.

  • Draft and present briefings, white papers, and decision-support products for senior leaders.

  • Assess the impact of cyber warfare on military campaigns and advise on cyber defense strategies.

  • Assist in the development of cyber-related operational and tactical concepts.

  • Monitor adversary cyber tactics, techniques, and procedures (TTPs) to anticipate threats to DAF operations.

  • Support Joint and Air Force-level exercises with cyber intelligence expertise.

  • Coordinate with cybersecurity and information assurance teams to align cyber intelligence with defensive and offensive cyber operations.

SUPERVISORY RESPONSIBILITIES:

None.


CLEARANCE REQUIRED:

Applicants must have at least an active Top Secret clearance and be able to obtain additional SAP/STO caveats and read-Ons for SC2 work. Preference will be given to those who have an active TS/SCI clearance with CI Polygraph. Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government.


EXPERIENCE REQUIRED:

Experience should include but is not limited to the following:

  • Minimum of 10 years of intelligence, cyberspace operations, and strategic planning experience, with demonstrated expertise in cyber intelligence, strategic risk assessment, and operational planning.

  • Senior-level leadership experience in intelligence and cyberspace operations within the Office of the Secretary of Defense, Joint Staff, Combatant Command, or Cyber/Intelligence communities.

  • Experience developing cyber intelligence strategies, leading multidisciplinary teams, and integrating cyber intelligence into national security and defense initiatives.

  • Proven ability to analyze adversary cyber capabilities, assess strategic risks, and develop mitigation strategies for DoD decision-makers.

  • Extensive experience managing intelligence operations, budget planning, and policy development to support cyberspace and intelligence activities.

  • Strong background in intelligence fusion, operational analysis, and strategic foresight to enhance cyber defense and offensive cyber operations.


EDUCATION:

  • Master's degree (required) in strategic intelligence, international relations, cybersecurity, national security, or related field.


CERTIFICATION:

  • Joint Professional Military Education (JPME I & II) preferred.

  • Other cybersecurity and intelligence-related certifications are a plus.

Salary at ISA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position varies dependent on years of experience, relevant certifications and education. Salary is just one component of ISA's total compensation package for employees.

Starting Salary Ranges:

  • Cyber/Intel Planner SME: $160,000-$180,000 annually.
