Job Description :

The Human Resource Manager will be responsible for the accuracy and confidentiality of all their responsibilities. They will lead and direct the routine functions of the Human Resources (HR) department, including hiring and interviewing staff, managing benefits, and enforcing company policies and practices. The Human Resources Manager will also be responsible for the full-cycle recruitment process including recruitment strategy development and execution, candidate sourcing, interview coordination, pre-employment screening and negotiation facilitation between relevant corporate departments and onboarding processes in accordance with relevant regulations and / or company policies. The HR Manager is responsible for fostering healthy workplace practices throughout every department. The HR Manager will also oversee and manage HR compliance taskings and work with the Legal and Compliance Professional staff to complete reports and other compliance requirements in a timely manner. This person must be able to work closely with a dynamic team and promote company growth.

Responsibilities :

The HR Manager will manage HR functions including but not limited to benefits, employee relations, and HR compliance needs. The HR Manager will also lead and direct the recruitment functions of the Human Resources (HR) department by creating a recruiting strategy and managing recruitment efforts from planning and organizing recruitment fairs to leading orientation for new hires.

Duties :

  • Knowledge of, and skill in applying human resources (HR) rules, procedures, and operations such as :

Routine support tasks within the HR office

  • Information requests on workforce and employees
  • Complete forms and applications for actions or benefits
  • Initiate HR actions
  • Maintain files and / or employee records, position descriptions, training records, or other HR items
  • Use a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records, as needed.

  • Interprets and communicates effectively as a subject matter expert in HR policies and benefits to personnel and serves as the primary information source

  • Respond quickly and accurately to personnel to provide issue resolution.
  • Partners closely with corporate staff to support strategic initiatives in support of business objectives
  • Recruitment
  • Provides guidance to management on all recruitment and placement topics and recommends innovative methods and strategies for issue resolution

  • Create requisitions in the company's Applicant Tracking system and manage job postings on necessary platforms.
  • Consistent communication and proactive engagement with managers regarding staffing needs
  • Review applications and resumes and refer candidates to selecting officials for consideration
  • Perform external recruitment by developing multiple recruitment strategies utilizing such sources as veteran's readjustment, reinstatement, and direct-hire appointment authorities
  • Experience with support for transitioning personnel from prior military or government service into the private sector
  • Development and management internship program, to include outreach and engagement strategy with academic institutions across the U.S.
  • In collaboration with hiring manager, support negotiation process and develop written offer letters
  • Initiate and monitor pre-employment screens including criminal background checks, drug tests, and clearance prescreening
  • Responsible for onboarding new employees and conducting New Hire Orientation
  • Analyzes trends and forecasts of changes in workforce requirements and implements agencywide policy on workforce decisions.
  • Provide recruitment support for hiring managers to meet company staffing goals.
  • Advise management on interviewing, hiring, and candidate evaluation.
  • Focused on continuous improvement and innovative ways to improve employee recruitment and onboarding experience
  • Educate potential applicants about company services, benefits, and job or career opportunities.
  • Conduct exit interviews and employee closeout actions

  • Primary owner and administrator of all company-offered benefits, to include compliance, review & analysis, and diligent record keeping

  • Handles all open seasons and new hire elections
  • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries
  • Coordination with the healthcare broker to resolve any outstanding issues as needed
  • Coordination with corporate team on benefits offerings, providing recommendations on benefits package offerings
  • Serves as a resource to others to resolve complex benefits issues
  • Compliance
  • Oversight and support of required employee I9 forms and E-verify checks

  • Lead POC for compliance audits relating to HR matters
  • Processes and administers all leave-of-absence requests and disability paperwork : medical, personal, disability and FMLA
  • Serves as the initial contact and liaison for intake and assessment of employee reports / complaints / etc.
  • Conduct initial interviews and gather information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required
  • Maintain recruitment related files in compliance with applicable legal and compliance requirements
  • Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives
  • Comply with local, state, and federal employment law
  • Apply standardized legal, regulatory, and policy issuances to maintain compliance with legal requirements
  • Payroll Support
  • Assists the Finance Team in payroll functions such as preparation, verification, and auditing

  • Solid understanding of US payroll and payroll tax laws is helpful

  • Research, analyze and implement new policies and procedures in coordination with corporate staff

  • Manage and maintain company Handbook, policies & procedures

  • Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws as they pertain to health and welfare plans, pension plans, and payroll administration

    Clearance Required :

    As a condition of employment, ISA employees are expected to have or be eligible for a Secret-level security clearance with the ability to obtain a Top Secret (TS) clearance with eligibility for access to Sensitive Compartmented Information (SCI). Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government.

    Experience Required :

  • 20 years of Human Resource related experience
  • Applicants should have experience in leading the talent acquisition process
  • Prior experience with creating and leading business strategies
  • Education :

    Applicants should have a bachelor's degree in human resources or related field. Years of experience can be substituted for education.

    Certification :

    SHRM-CP or similar professional certification required.

    Salary at ISA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position varies dependent on years of experience, relevant certifications and education. Salary is just one component of ISA's total compensation package for employees.

    The starting Salary Range for this position is $116,000.00.
