Assistant Director, Divisional Human Resources

We are seeking an Assistant Director, Divisional Human Resources who will be responsible for supporting efforts to execute a human resource and human capital management strategy in support of the division’s business plan and strategic direction, specifically in the areas of talent acquisition, employee relations, compliance, workforce planning, retention, organizational and performance management, compensation, training and development, succession planning, and change management.

Specific Duties & Responsibilities

  • Work with Central HR and Divisional leadership to drive the development and implementation of talent acquisition, retention, onboarding and off-boarding, training and development, employee relations, compensation, benefits, performance management and workforce planning programs, ensuring all procedures comply with legal regulations, best practices and University policies and practices.
  • Work with divisional leadership to ensure effective management of the functional HR team.
  • Work with the Human Resources Director to build and manage the Human Resources team and serve as strategic partner and advisor to the leadership team, managers and all staff.
  • Drive divisional talent acquisition and retention efforts to achieve successful outcomes.
  • Collaborate with HR and Divisional leadership to develop and implement a data driven workforce planning strategy in support of workforce needs.
  • Develop staffing projections, and succession planning to assist management with headcount budgeting and workforce planning.
  • Work with Divisional HR Director to design and execute an effective and efficient performance management process with focus on strategic results-based goal setting processes.
  • Serve as a coach, and advisor for divisional leadership regarding management, performance issues, opportunities, and recognition.
  • Support organizational redesign/change efforts.
  • Partner with Central HR leadership & General Counsel on matters related to ER.
  • Work in partnership with HR-compensation to ensure fair, equitable and compliant pay practices.
  • Ensure strategy, processes and philosophies within divisional HR reflect and align with overall University strategy.
  • Partner with Divisional HR Director to oversee payroll process control and compliance.
  • Maintain in-depth knowledge of legal and compliance requirements related to day-to-day management of team members, reducing legal risk, and ensuring regulatory compliance, conducting internal HR audits as needed.
  • Identify/anticipate needs and make recommendations to implement new strategies to address competitive, complex business issues.
  • Participate and assist with additional responsibilities and projects as directed.


Minimum Qualifications

  • Bachelor’s Degree in Business, Human Resources or related field.
  • Eight years related experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications

  • Two (2) years' experience working with a senior leadership team as a thought leader.
  • Minimum two (2) years management and staff leadership and development experience.
  • Master's degree preferred.
  • PHR or SPHR certification also preferred.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency

Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
