Assistant Director, Federal Strategy

We are seeking an Assistant Director, Federal Strategy who will report to the Assistant Vice President, Federal Strategy. The Assistant Director will track federal issues/trends of importance to the University and Health System, including higher education, research and health care policy. This position is part of a team of professionals who together conduct federal government relations activities on behalf of the University and Johns Hopkins Medicine. As a registered federal lobbyist for the institution, the Assistant Director advocates for federal legislative and regulatory action to advance Johns Hopkins' mission of teaching, research and patient care. The Assistant Director conducts self-initiated policy analysis, prepares issue briefs, and conveys institutional positions and activities to internal constituencies, Congress, the executive branch, and the public. The Assistant Director may be based in Washington, D.C., with frequent travel to Baltimore or vice versa.

Specific Duties & Responsibilities

  • Develop and cultivate strategic connections between federal policymakers and JHU/JHM experts to fulfill Johns Hopkins’ mission to bring knowledge to the world.
  • Support new programming opportunities at the Bloomberg Center at 555 Penn in collaboration with Federal Strategy directors to advance the institution’s policy impact and reputation as a premier convener in D.C.
  • Analyze data to answer policy questions through self-initiated research and political analysis.
  • Track and synthesize congressional hearings in areas that impact the institution’s policy and funding objectives.
  • Enhance institutional policy impact through coordination of site visits and observation/tour experiences for policymakers.
  • Participate in internal Johns Hopkins committees or workgroups to infuse federal strategy and political perspective into internal discussions.
  • Actively participate in trade association and ad hoc alliance activities.
  • Contribute to the University’s compliance with federal lobbying disclosure and ethics rules.


Minimum Qualifications

  • Bachelor's Degree required.
  • Three years of legislative or regulatory experience or a record of achievement in government relations or policy.


Preferred Qualifications

  • Excellent communication, presentation and interpersonal skills.
  • Ability to serve as registered lobbyist on behalf of the institution.
  • Demonstrated ability to develop and enhance materials for publication, web posting and internal briefings such as biographic information on elected officials, financial charts and presentation slides.
  • Ability to manage competing demands in a fast-paced environment.
  • Ability to work independently and as part of a team.
  • High level of attention to detail and ability to write effectively on a deadline.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency

Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
