About the Position

The Deputy Chief Information Officer (Deputy CIO) - Product Delivery is a senior IT leadership role responsible for overseeing product development, ensuring seamless execution, and aligning technology initiatives with the organization's strategic objectives. This role provides leadership for Business Analysts, Software Engineers, DevOps, and Quality Assurance teams, ensuring high-quality product delivery while driving innovation and operational efficiency.

The Deputy CIO collaborates closely with senior leadership, business stakeholders, and cross-functional teams to optimize processes, enhance system scalability, and deliver solutions that support the mission and operational goals.

Position Qualifications

Location :

  • Reside in or are willing to relocate to Arizona.

Education :

  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field
  • Experience :

  • 10 years of progressive experience in software engineering and software architecture, with a proven track record of designing and implementing scalable, high-performing solutions.
  • 5 years of leadership experience managing enterprise-level IT solutions in a large organization, with direct oversight of teams developing and maintaining applications using modern cloud-based architectures, microservices, event-driven design, and front-end frameworks such as React, Vue, or Angular.
  • Extensive experience with cloud platforms (Azure, AWS, or Google Cloud), containerization (Docker, Kubernetes), and database technologies (PostgreSQL, MongoDB, or SQL Server).
  • Hands-on experience with Agile and / or Kanban methodologies, driving efficient development cycles, fostering collaboration, and ensuring continuous delivery of high-quality software.
  • Strong ability to align technical strategy with business objectives, optimize resources, and lead cross-functional teams in a dynamic, fast-paced environment.
  • Combined education and experience qualifications :

  • An equivalent combination of post-secondary education and experience may substitute for the required education on a year for year basis.
  • Our Preferred Candidate has :

  • Master's degree in Computer Science, Business Administration, or related field
  • Five (5) years of IT management experience private or public sector / government agency environment overseeing large teams
  • Ten (10) or more years with cloud platforms and database technologies
  • Ten (10) or more years of software engineering
  • Seven (7) or more years of experience with software architecture design and implementation
  • Three (3) or more years of experience with ADO or similar
  • Experience leading Agile development teams.
  • CSM (Certified Scrum Master) credential

    Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

    The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
