Quality Control Manager

Summary:
The Quality Control Manager (QCM) is responsible for overseeing and enforcing quality assurance programs for a massive civil infrastructure project, ensuring all work meets contract specifications, industry standards, and regulatory requirements. This position will manage inspections, testing, documentation, and compliance procedures, working closely with Project Managers, Engineers, Superintendents, and regulatory agencies to deliver a project that meets or exceeds expectations.
The QCM will implement and maintain the Quality Control Plan (QCP), ensuring all construction activities align with project specifications, codes, and best practices. This role requires strong leadership, attention to detail, and a proactive approach to quality management on a fast-paced, high-profile civil site.
Responsibilities:
Quality Control & Inspection:
- Develop, implement, and oversee the Quality Control Plan (QCP) for the project.
- Ensure all work complies with contract requirements, drawings, specifications, and industry regulations.
- Conduct daily site inspections to verify compliance with project plans and specifications.
- Manage third-party testing agencies, ensuring all required tests (soil, concrete, asphalt, compaction, etc.) are completed and properly documented.
- Identify non-conforming work and oversee corrective actions to ensure quality standards are met.
- Conduct and document preparatory, initial, and follow-up inspections in accordance with the Three-Phase Quality Control System.
- Work with construction teams to ensure materials meet approved submittals and specifications before installation.
Documentation & Compliance:
- Maintain all quality-related documentation, reports, test results, and compliance records.
- Prepare and submit daily, weekly, and monthly quality reports to project leadership.
- Track deficiencies and corrective actions, ensuring issues are resolved in a timely manner.
- Ensure as-built drawings and project documentation are maintained and updated throughout construction.
- Assist in reviewing RFIs, submittals, and change orders for compliance with contract requirements.
- Ensure all materials and workmanship meet contract and regulatory standards before acceptance.
Coordination & Communication:
- Work closely with Project Managers, Superintendents, Engineers, and field personnel to ensure quality objectives are met.
- Facilitate quality control meetings, providing updates on compliance, issues, and corrective actions.
- Serve as the primary point of contact for client representatives, inspectors, and regulatory agencies regarding quality assurance.
- Support the safety team in ensuring work is completed safely and per quality standards.
- Collaborate with the project team to resolve quality concerns and improve overall project execution.
Training & Continuous Improvement:
- Provide quality-related training to field staff and subcontractors to ensure best practices are followed.
- Lead root cause analysis for recurring quality issues and implement process improvements.
- Assist in developing standard operating procedures (SOPs) and best practices for future projects.
- Promote a culture of quality, accountability, and continuous improvement on the job site.
Required Qualifications:
- Education:
- Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
- Equivalent experience will be considered.
- Experience:
- 5 years of quality control experience in civil construction (highways, bridges, utilities, earthwork, etc.).
- Experience working on large-scale infrastructure projects is strongly preferred.
- Familiarity with DOT, USACE, or other regulatory quality control programs is a plus.
- Technical Knowledge:
- Strong understanding of concrete, asphalt, earthwork, utilities, and structural components.
- Experience with QC testing procedures, documentation, and industry best practices.
- Knowledge of construction materials, tolerances, and compliance requirements.
- Ability to interpret blueprints, specifications, and contract documents.
- Certifications (Preferred):
- OSHA 30 Certification
- ACI, NICET, or DOT Quality Control Certifications
- USACE CQM-C (Construction Quality Management for Contractors)
- Skills & Abilities:
- Excellent problem-solving and analytical skills to identify and resolve quality issues.
- Strong organizational skills with attention to detail for maintaining accurate documentation.
- Ability to work in a fast-paced, high-pressure environment while maintaining quality standards.
- Effective communication and leadership skills, able to collaborate with cross-functional teams.
Physical Demands & Work Conditions:
- Work is primarily performed on-site at a large-scale civil project.
- Exposure to outdoor conditions, dust, noise, and heavy equipment operations.
- Regular walking, standing, bending, and climbing to conduct inspections.
- Must be able to lift and carry up to 50 lbs. as needed for inspections and testing.
- Ability to work extended hours, weekends, or night shifts as required by project schedule.
